10.08.010 Careful driving required— Reasonable speed.

Every person operating or driving a vehicle of any character upon the streets of the city shall operate the same in a careful and prudent manner and at a rate of speed no greater than is reasonable and proper under the conditions existing at the point of operation, taking into account the amount and character of the traffic, the weight of vehicle, grade and width of street, condition of surfacing, and freedom of obstruction to view ahead, and consistent with any and all conditions existing at the point of operation so as not to unduly or unreasonably endanger the life, limb, property, or other rights of any person entitled to use of the streets and public highways. 10.08.020 Speed limit designated.

It is unlawful for the operator of any motor vehicle to operate the same at a speed in excess of the following:

(1)    Twenty-five miles per hour within the city limits;

(2)    Twenty miles per hour in traversing any intersection of streets or public highways within the city limits. (Ord. 144 § 1 (part), 1953).

10.08.030 Establishing maximum speed.

The city marshal or the chief of police, acting jointly with the street committee of the city council, or in the absence or failure to act of such street committee, the mayor in the place of such street committee, acting jointly with the city marshal or chief of police, is authorized to determine and to establish reasonable maximum speed limits for vehicles traveling on certain streets of the city other than the standard speed limit as provided by Section 10.08.020, being twenty-five miles per hour, after a careful study and a written report filed with the city clerk setting forth the reasons and the reasonable grounds for setting a lesser or different speed limit for such street or streets or portions thereof. 10.08.040 Posting speed limits.

Before any vehicle speed limit shall be enforced on any street, streets or portions thereof for which a lesser or different speed limit than twenty-five miles per hour, shall be established as herein provided, the city shall cause to be posted suitable and standard signs in proper places in accordance with the standards of the Washington State Highway Commission and the Washington statutes therefor, providing not less than five days before the speed limits shall become effective.
