11.20.010 Creation and appointment procedure.

Pursuant to Chapter 35.63 RCW, there is created a city planning commission. The commission shall consist of five members, who shall be selected as follows: The members shall be appointed by the mayor and confirmed by the council and all members shall be residents of the city. 11.20.020 Terms of office.

The term of office of the commissioners shall be for a period of six years; provided, however, that the term of the first commissioners appointed shall be for terms of three, four, five and six calendar years, successively.

The term of the first five members so appointed shall be fixed and designated as herein provided by the mayor at the time of appointment. (Ord. 917 § 1 (part), 2012. Formerly 2.16.020).

11.20.030 Powers and duties.

The planning commission shall have all of the powers and perform each and all of the duties specified by Chapter 35.63 RCW, together with any other duties or authority which may hereafter be conferred upon them by the laws of the state, the performance of such duties and exercise of such authority to be subject to each and all of the limitations expressed in such legislative enactment or enactments. 11.20.040 Recommendations and reports.

The city council may refer to the commission, for its recommendation and report, any ordinance, resolution or other proposal relating to any matters and subjects referred to in Chapter 35.63 RCW, and the commission shall promptly report to the council thereon, making such recommendations and giving such counsel as it may deem proper in the premises. 11.20.050 Submitting plats to commission.

All plats or plans, subdivisions of land within the city, or proposed additions as well as dedications of streets, alleys and other public spaces, shall be submitted to the commission, as provided in Chapter 35.63 RCW. (Ord. 917 § 1 (part), 2012. Formerly 2.16.050).

11.20.060 Secretary.

The commission may designate one of its members to act as secretary, without salary, or, if requested by the commission, the mayor shall appoint a member of the paid staff of the city to serve as secretary to the planning commission, to attend meetings and take minutes. 11.20.070 Removal of member.

Any member of the planning commission who is absent from three meetings of the Connell planning commission during his term of office without being excused by the planning commission may be removed as a member thereof by the majority of the other members of the planning commission. 11.20.080 Quorum.

A majority of the commission constitutes a quorum for the transaction of business. Any action taken by a majority of those present at any regular or special meeting of the commission shall be deemed and taken as the action of the commission. (Ord. 917 § 1 (part), 2012. Formerly 2.16.080).

11.20.090 Annual report to council.

The planning commission, at or before its first regular meeting in February of each year, may make a full report, in writing, to the city council of its transactions and expenditures, if any, for the preceding year; with such general recommendations as to matters covered by its prescribed duties and authority as may to it seem proper.
