16.50.010 Purpose.

Recreational vehicle parks provide commercial transient housing to allow people to enjoy the outdoors. The purpose of this chapter is to provide standards for recreational vehicle parks, including campgrounds, to ensure that such operations are compatible with the surrounding uses. 16.50.020 Development standards.

(a)    The minimum size of a recreational vehicle park shall accommodate no less than twenty recreational vehicles.

(b)    The minimum recreational vehicle space shall be two thousand square feet of land area, with a maximum gross density of one recreational vehicle per space. Spaces designated for tents and recreational vehicles sixteen feet in length or less with no hookups shall be a minimum of one thousand square feet of land area.

(c)    Each recreational vehicle space shall have a minimum width of twenty feet.

(d)    There shall be a minimum side-to-side dimension of eight feet between units and a minimum end-to-end dimension of ten feet between units, and otherwise be in compliance with all fire codes.

(e)    Vehicle spaces shall be sited so that the following minimum setbacks shall be maintained:

(1)    Fifteen feet from a public right-of-way; except setback may be reduced to five feet where an adequate, solid barrier, as determined by the city, is provided;

(2)    Five feet from an interior private street; and

(3)    Fifteen feet from adjacent properties, except rear setbacks may be reduced to five feet if adequate sight barriers, as determined by the city, are provided.

(f)    Pedestrian walkways shall be provided, to comply with city codes, to all service buildings and facilities, and refuse collection areas.

(g)    All interior streets shall comply with adopted city standards for streets of that class. All interior streets shall be well drained, well lighted, and continuously maintained in operable condition.

(h)    After December 31, 2009, no recreational vehicle shall remain in place in a recreational vehicle park for more than three hundred sixty-four continuous days in any one-year period.

(i)    Solid waste shall be collected, stored, and disposed of regularly to prevent health hazards, rodent infestation, breeding insects, or accident or fire hazards. Individual or grouped refuse containers must be screened from view except on collection day.

(j)    All utilities shall be constructed and maintained in accordance with all applicable state and local codes and regulations. The following requirements for utilities shall apply:

(1)    A water supply system and underground electrical system shall be provided for each recreational vehicle space two thousand feet or greater and shall be connected to the city of Connell’s water supply system.

(2)    Each recreational vehicle park shall be provided with one or more easily accessible water supply outlets for filling recreational vehicle water storage tanks.

(3)    An adequate and safe sewage disposal system for emptying sewage holding tanks/containers shall be provided to accommodate each recreational vehicle space two thousand feet or greater and shall be connected to the city’s sewer system.

(4)    Restroom facilities shall be provided for each gender, shall be properly identified and each shall contain showers and toilets connected to the city’s sewer utility, the minimum number of which shall be one commode and one shower per gender for each twenty recreational vehicle sites and shall be installed in accordance with UBC and local regulations.

(k)    Refuse containers for solid waste shall be sized and provided in sufficient quantity to adequately handle one week of generated refuse. Park garbage shall be picked up at least once a week. Park personnel shall monitor garbage containers for cleanliness and maintain the park free of any uncontrolled garbage and refuse.

(l)    All recreational vehicle spaces shall be well marked and numbered.

(m)    In addition to the regulations above, all recreational vehicle parks shall comply with rules and regulations of the Washington State Department of Health, the Benton-Franklin Health District and the city of Connell.

(n)    All new recreational vehicle parks or development on any recreational vehicle park, new or pre-existing, must submit all plans and specifications in detail for such development to the planning commission. After review at a regular meeting, the planning commission can then forward the proposal to the city council with a recommendation. No construction or development shall be commenced until approval by the council after a formal public hearing and a building permit issued. (Ord. 921 § 1 (part), 2012: Ord. 801 § 2 (part), 2006).

16.50.030 Procedures for review and approval.

A recreational vehicle park will require site review and approval in accordance with Chapter 17.23. (Ord. 921 § 1 (part), 2012: Ord. 801 § 2 (part), 2006).
