17.08.010 Purpose.

The purpose of this chapter is to recognize those existing residential areas, as shown on the zoning map as RMD, and which are developed with site-built homes and manufactured and modular homes on platted, single-family lots and to establish development standards which will not discourage the continued use of these areas for mixed single-family residences. 17.08.020 Permitted uses.

The following are the only uses permitted in RMD districts:

(1)    One single-family residence per parcel;

(2)    One manufactured home per parcel in accord with Section 17.19.180 and subject to Chapter 18.08;

(3)    Accessory uses and structures related to a permitted use in accord with Chapter 17.22;

(4)    ADU (attached) in accord with Section 17.19.130;

(5)    Child day care in accord with Section 17.19.150;

(6)    Group home for handicapped persons in accord with Section 17.19.160;

(7)    Adult family home; and

17.08.030 Uses requiring a conditional use permit.

The following uses require a conditional use permit in accord with Section 17.23.020:

(1)    Public and quasi-public uses;

(2)    Home occupations in accord with Section 17.19.190; and

(3)    Nursery schools and child day care facilities in accord with Section 17.19.140. (Ord. 923 § 1 (part), 2012: Ord. 689 § 1 (part), 1997. Formerly 17.25.030).

17.08.040 Development standards.

In addition to the specific regulations set forth in this title and the development standards set forth in or adopted by this code, development standards in the RMD district include:

(1)    Minimum setbacks: street frontage—twenty feet; side—five feet on one side, and ten feet on the garage side; rear—twenty feet (for corner lots see Section 17.21.080);

(2)    Off-street parking: two spaces per unit (Chapter 17.20);

(3)    Minimum lot area: six thousand square feet;

(4)    Minimum lot width: fifty feet;

(5)    Establishment of districts: RMD districts are limited to those existing areas which are generally developed to the standards of this chapter and are designated as RMD on the zoning map;

(6)    Compliance with Other Codes.

(a)    Construction, installation and certification of all manufactured homes must be in accord with the National Mobile Home Construction and Safety Standards Act of 1974 and rules and regulations adopted thereunder including (i) regulations and interpretations of the Washington State Department of Labor and Industries adopted pursuant to HUD rules; and (ii) information supplied by the manufacturer of the unit,

(b)    Site-built structures must conform with the International Building Code;

(7)    The construction of site-built structures must conform with all applicable portions of International Building Code and Title 14, Buildings and Construction. (Ord. 1006 § 1 (Exh.
