17.09.010 Purpose.

The purpose of the RM district is to establish areas for medium density, multiple-family residential buildings and to establish regulations for their development. The district has more intensive residential uses where necessary or desirable to achieve good neighborhood design and to stabilize land use. 17.09.020 Permitted uses.

The following are the only uses permitted in an RM district:

(1)    One- and two-family structures;

(2)    Boarding/rooming houses of not more than three persons in accord with Section 17.19.110;

(3)    Townhomes, no more than two connected units;

(4)    Manufactured home in accord with Section 17.19.180 and subject to Chapter 18.08;

(5)    Nursery schools and day care facilities in accord with Section 17.19.140;

(6)    Accessory uses and structures related to a permitted use in accord with Chapter 17.22;

(7)    ADU (attached) in accord with Section 17.19.130;

(8)    Adult family home;

(9)    Group home for handicapped persons in accord with Section 17.19.160; and

17.09.030 Uses requiring a conditional use permit.

The following uses require a conditional use permit in accord with Chapter 17.23:

(1)    Public and quasi-public uses;

(2)    Home occupations in accord with Section 17.19.190;

(3)    Boarding/rooming houses for more than three persons in accord with Section 17.19.110;

(4)    Nursing homes, homes for the aged;

(5)    ADU (detached) in accord with Section 17.19.130; and

(6)    Group home for handicapped persons (six or more clients) in accord with Section 17.19.160. (Ord. 1038 § 6, 2024; Ord. 923 § 1 (part), 2012: Ord. 689 § 1 (part), 1997. Formerly 17.27.030).

17.09.040 Development standards.

In addition to the specific regulations set forth in this title and the standards set forth in or adopted by this code, development standards in the RM district shall include:

(1)    Lot area: one single-family structure per lot—six thousand square feet; two-family structures—eight thousand square feet; townhome structure—four thousand square feet;

(2)    Minimum setbacks: street frontage—twenty feet; sides—five feet on one side, and ten feet on the garage side, except zero feet for the attached side of a connected townhome unit; rear—twenty feet (for corner lots see Section 17.21.080);

(3)    Minimum lot width: fifty feet for single-family and two-family structures, and twenty-five feet for townhomes;

(4)    Maximum building height: thirty-five feet;

(5)    Off-street parking: residential—two spaces per dwelling unit; other uses—in accord with Chapter 17.20; and

(6)    Site review: Site review, in accord with Section 16A.06.030, will be required for developments having two or more dwelling units per parcel. (Ord. 1038 § 6, 2024; Ord. 923 § 1 (part), 2012: Ord. 689 § 1 (part), 1997. Formerly 17.27.040).
