2.07.010 Creation.

The position of Chief of Staff is hereby created. [Res. 17-118 § 1, 12-5-17.]

2.07.020 Qualifications.

The person appointed to the position of Chief of Staff shall be determined to be qualified for the position pursuant to the qualifications enumerated in the “Cowlitz County Position Description: Chief of Staff” now on file in the County Human Resources Department, and as the position description may be amended from time to time. 2.07.030 Determination of recruitment and selection process.

The Board of County Commissioners shall determine the recruitment and selection process to fill the position of Chief of Staff. [Res. 17-118 § 1, 12-5-17.]

2.07.040 Appointment.

The Chief of Staff shall be appointed by a vote of the Board of County Commissioners. [Res. 17-118 § 1, 12-5-17.]

2.07.050 Compensation – Terms and conditions.

The Board of County Commissioners and the appointed Chief of Staff, through negotiation and execution of an employment agreement, shall set compensation and other terms and conditions of employment. The terms of said agreement shall not be in conflict with this chapter or any state statute or regulation. [Res. 17-118 § 1, 12-5-17.]

2.07.060 Responsibilities.

A. The position of Chief of Staff is hereby delegated the executive and administrative duties, functions, and powers conferred upon the Board of County Commissioners for the county, as a municipal corporation, by the Constitution and the laws and statutes of the state of Washington, as determined by the Board of County Commissioners and as enumerated and depicted in an appendix to the employment agreement, the county organizational chart and/or a county position description.

B. This chapter does not affect any court, constitutional officer, elected statutory officer, special purpose taxing district board or any municipality, except the necessary coordination of budgets, employee regulations, risk management, information technology services, facilities and equipment, and such other county interdepartmental administrative matters as may be appropriately delegated by the Board of County Commissioners. 2.07.070 Termination.

Termination of the Chief of Staff shall be by a vote of the Board of County Commissioners, at any time, subject to the terms and conditions of the employment agreement. [Res. 17-118 § 1, 12-5-17.]

2.07.080 Construction.

It is the intent of the Board of County Commissioners in adopting this chapter that it shall be liberally construed to achieve the objective of delegation of those executive and administrative powers necessary and appropriate to perform the duties delineated herein. [Res. 17-118 § 1, 12-5-17.]
