2.48.010 Runway use – Violations.

The runway and taxiways of the Davenport city airport shall be used for aircraft movement only. Automobiles, snowmobiles, animals, or vehicles shall be prohibited from using the runway and taxiways in any manner or from being on, or being allowed on, said runway or taxiway without permission of the airport manager. Violations of the provisions of this chapter shall be a misdemeanor and upon conviction thereof, such violator shall be punished pursuant to the general misdemeanor ordinance of the city. 2.48.020 Location for loading aircraft.

All loading of aircraft with any type of fuel, fertilizer, or herbicide (wet or dry) or other materials shall be done in the parking area of the airport over proper containment and shall not be done on the runway. (Ord. 1179 § 1, 2022; Ord. 443 § 2, 1974).

2.48.030 Damage liability.

Any damage to the paved runway through improper use shall be the responsibility of the pilot or person causing the damage and said person shall be liable civilly for such damage. (Ord. 1179 § 1, 2022; Ord. 443 § 3, 1974).

2.48.040 Containers for combustible materials.

Any gasoline or other combustible materials stored or used in the storage or parking area of the airport must be contained in proper containers which meet all safety and fire regulations of the state and the United States governments. (Ord. 1179 § 1, 2022; Ord. 443 § 4, 1974).

2.48.050 Parking of aircraft.

All aircraft at the Davenport municipal airport must be parked either in the hangars located on the premises or tied down at proper tie-down points in the parking areas of the airport, which tie-downs will be furnished by the city. There shall be a lease fee and tie-down charge per lot as set forth in a resolution adopting the city’s fee schedule. 2.48.060 Commercial.

Aircraft using the Davenport airport commercially shall pay an annual license fee as set forth in a resolution adopting the city’s fee schedule. Commercial operators that store and use fuel for their operation shall pay a fuel flow charge as determined in the city fee schedule and outlined in the operations manual. 2.48.070 Impoundment of aircraft or vehicles.

Any aircraft or ground vehicle parked improperly and not consistent with the provisions of this chapter shall be impounded and the cost of impoundment shall be assessed against the owner prior to release of the vehicle, in addition to any other penalties or damages levied as provided by this chapter. 2.48.080 Conformance with the airport operations manual.

The airport’s operations manual shall be the guiding document for policy and procedures relating to the general operations of the Davenport municipal airport. The airport operations manual shall be updated from time to time and will be effective five days after it is approved and published by city ordinance, reference, or resolution. The updated document shall be made available at the airport office and pilot’s lounge for review. All airmen, tenants and visitors shall abide by the policies outlined in the manual for airport operations or risk being in violation and subject to any applicable penalty.
