2.12.010 Appointment – Removal.

A. The city treasurer shall be appointed by the mayor, and such appointment shall be subject to confirmation by a majority vote of the city council.

B. The mayor shall have the power of removal for appointed treasurers.

C. All appointments of city treasurer shall be made on the basis of ability and training or experience of the appointees in duties they are to perform, as prescribed by ordinance, rule or law. (Ord. 515 § 3, 1986; Ord. 476 §§ 1 – 4, 1984)

2.12.020 Authority.

The city council is vested with the authority to define the functions, powers and duties of its officers. (Ord. 442 § 1, 1983)

2.12.030 Purpose.

The purpose of this chapter is to define the functions, powers and duties of the city treasurer not otherwise provided by law. (Ord. 442 § 2, 1983)

2.12.040 Duties.

In addition to the authority prescribed by the Revised Code of Washington the city treasurer shall have the duties and primary authority to perform the following:

A. Determine what funds available in any fund of the city are available for investments;

B. Invest the funds of the city in such manner as to provide for timely payment of claims, expenses and other expenditures authorized by the city council;

C. Receive and safely keep all money belonging to the city from whatever source devised;

D. Place all funds received to the credit of the different funds to which it belongs in a book kept for that purpose;

E. Certify availability of funds as cited for each warrant prepared, prior to submission to the council for approval;

F. Submit to the council recommendations and rationale for transfer of funds to effect payment of legitimate billings for which revenues have not been received, or for which adequate funds have not been budgeted;

G. Provide a summary of all investments and investment transactions quarterly to the city council;

H. Provide the mayor and city council, for the second council meeting each month, a statement of all moneys received and expended by fund number and title;

I. Provide the mayor semiannually a list of established payment schedules and deadlines, which require preparation of specific documents to effect payment;

J. Report to the city council at the second regular meeting of each month the condition of the city treasury, bringing to light any significant or potentially significant financial problem;

K. Disburse the funds of the city by direction of the city council as authorized by law;

L. Such other duties as may be assigned by the city council from time to time by notice or resolution;

M. The city treasurer shall obtain all legal advice regarding the execution of her duties as prescribed by the laws of the state, city ordinances and other directives of the city from the city attorney. (Ord. 442 § 3, 1983)
