12.24.010 Dumping snow on city streets –Prohibited.

A. It is unlawful for any person, by any means, to scrape, plow, pile, dump, push or deposit snow on, into or upon any street, highway, alley or around or upon any fire hydrant or traffic sign, natural drainage or drainage easement in the city.

B. Provided, however, this chapter shall not prevent the removal of snow from public sidewalks prior to plowing into the streets or prohibit the city, county or state snow removal or street maintenance operation. (Ord. 581 § 1, 1990)

12.24.020 Violation – Penalty.

Any person violating this chapter shall be deemed guilty of a civil crime and fined $25.00 on the first offense and $50.00 on the second offense and $100.00 on the third and each subsequent offense per annual snow season. The city treasurer shall send a statement by certified mail of the total expense incurred to the property owner who has failed to abide by this chapter. If the amount shown by the statement has not been paid within one month, he shall certify the costs and file a lien against the property. The lien will be released upon collection of the expenses incurred. (Ord. 581 § 2, 1990)
