2.02.010 Regular meetings.

A.    Pursuant to RCW 36.32.080 the county legislative body shall hold regular meetings at the county seat to transact any business required or permitted by law and it may adjourn from time to time as deemed expedient or desirable in order to properly transact the business of the county.

B.    The board agrees to meet in adjourned regular session each Monday, Tuesday, Wednesday and Thursday; if a holiday falls on any of those days, then the board agrees to meet on the remaining days.

C.    Office hours shall be Monday through Wednesday from 8:30 a.m. to 5:00 p.m.

The board of county commissioners will be available for appointments as follows except for holidays:

Monday

9:00 a.m. to 4:00 p.m.

Tuesday

9:00 a.m. to 4:00 p.m.

Wednesday

9:00 a.m. to 4:00 p.m.

Thursday

By special appointment and continued session.

D.    The meeting place shall be the commissioners’ chambers in the Douglas County Courthouse at Waterville, Washington.

E.    Pursuant to RCW 36.32.090, the county legislative authority may hold special sessions to transact the business of the county, provided notice of the special meeting is made pursuant to RCW 42.30.080 stating the time, the place and the date of holding the session and the business to be transacted.

F.    All meetings shall be open to the public.

G.    This section shall be deemed sufficient notice to the public of all regular meetings. (Res. CE 01-75B; Res. C.E. 00-117: Res. DC 93-107; Res. CE 91-21: prior code § 2.04.010)

2.02.020 Special meetings.

The board of county commissioners may hold special meetings outside of the county seat at any location within the county if the agenda or items are of unique interest or concern to the citizens of the portion of the county in which the special meeting is to be held. 2.02.030 Washington State Association of Counties designated as agency.

Whereas, the board finds it to the benefit of the county to avail the county of the benefits of RCW 36.32.350, be it resolved:

A.    By authority of the statute, the board hereby designates the Washington State Association of Counties as coordinating agency to execute the duties imposed by the statute, and for all other lawful purposes.

B.    In accordance with and pursuant to said statute, the county shall reimburse the Association for expense incident to services rendered, which shall be made from the commissioner’s budget of the current expense fund on vouchers submitted to the auditor and approved by the board in the manner provided by the law for disbursement of county current expense funds. Such vouchers shall set forth the nature of the service performed, and shall be supported by affidavit that such service actually has been performed. The total of such reimbursements in any calendar year shall not exceed a sum equal to the amount which would be raised by a levy of one two-hundredths of a mill against the actual value of the taxable property of the county.

C.    This resolution shall remain in full force and effect until it shall be rescinded by resolution of the board and notice thereof given to the executive committee of the Association. (Prior code § 2.04.020)

2.02.040 Voucher approval.

All vouchers shall be presented to the board for their review by 9:30 a.m. on Mondays. The board will not accept vouchers to be signed on Tuesdays except in an extraordinary situation. The board will complete their processing of the vouchers on or before 5:00 p.m. Tuesdays. (Res. DC 93-107: prior code § 2.04.030)

2.02.050 Salary and benefits.

A.    The following salary, including annual increments thereto, shall be paid the office of county commissioner:

1.    Fixed dollar salary increase not to exceed six thousand dollars total for the four year term effective January 1, 2001, January 1, 2005, and January 1, 2009, as follows for District One and District Two and District

Three except that District Three shall not be eligible until January 1, 2003:

January 1, 2001

plus an amount not to exceed $6,000 = maximum

$49,500

January 1, 2005

$49,500

plus an amount not to exceed $6,000 = maximum

$55,500

January 1, 2009

$55,500

plus an amount not to exceed $6,000 = maximum

$61,500

B.    The amounts set forth in subsection A of this section authorize maximum amounts authorized; actual salary is subject to budget restrictions.

C.    The office of county commissioner shall receive appropriate health, dental and medical benefits as provided to other employees of the county.

D.    The office of county commissioner shall not be eligible for any salary he/she has been party to setting until such time as he/she may be re-elected to that office.

E.    Clerk of the board/clerk of the board of equalization salary shall be not less than sixty-five percent of the maximum salary allowed a commissioner. (Res. C.E. 00-116: Res. CE 96-112; Res. CE 95-124; Res. DC 93-107: Res. CE 88-63; Res. CE 86-31: Res. dated 6/21/82)
