17.20.010 Comprehensive plan and conformance with design standards.

Every subdivision, short subdivision and binding site plan shall conform to the county comprehensive plan and all development regulations in effect at the time of complete application. (Ord. TLS 17-12-44C Exh. A (part): prior code § 16.16.010)

17.20.030 Blocks.

A.    Blocks shall be so designed as to assure traffic safety, ease of traffic control and circulation by all modes. Blocks shall be wide enough to allow for two tiers of lots unless the topography or other factors dictate the use of one tier of lots or unless the design of irregularly shaped blocks indented by cul-de-sacs is approved by the review authority.

B.    In residential subdivisions within an urban growth area there shall be provided a through pedestrian walk right-of-way not less than ten feet wide near the midpoint of any block exceeding six hundred feet in length where such a walk is deemed essential to provide circulation or pedestrian access to other residences, schools, parks, commercial districts and other community facilities. 17.20.040 Easements.

A.    Utilities. Easements shall be provided for electric, communication, domestic and irrigation water, sanitary sewer, stormwater, gas and similar utilities. Where alleys are not provided and when utilities are located outside of a road right-of-way, there shall be provided easements for utilities which shall be along lot lines and not less than necessary to accommodate the utilities proposed to be located in the easement as specified by the utility authority. Where possible, the width of such easement shall be continuous and aligned from block to block within the subdivision and with adjoining subdivisions.

B.    Shoreline Access. Access to shorelines of the state shall conform to the requirements of the Douglas County Regional Shoreline Master Program.

C.    Other Facilities. Easements for other facilities, including high-voltage electric transmission lines, drainage canals, and retention and detention areas, shall be of such dimensions as are adequate for the purpose of such easements, including necessary access easements.

D.    Utility Installation. Every subdivision, short subdivision and binding site plan shall provide underground installation of utility lines unless the review authority determines, upon recommendation of the utility purveyor, that topography, soil or other condition renders underground installation impracticable.

E.    Watercourses. If the subdivision is traversed by any watercourse, there shall be provided a drainage right-of-way which shall substantially conform to the line of such watercourse and be of a width adequate for any construction, maintenance and/or control relating to such watercourse as determined by the review authority. 17.20.050 Lots.

A.    Every lot shall be provided with satisfactory vehicular access in accordance with DCC Title 12, Roads and Bridges.

B.    Lots shall be of width and depth sufficient to meet minimum lot width and depth requirements for the particular zoning district in which the property is located.

C.    Residential lot size shall be increased commensurate with slope increase so as to avoid completely, or insofar as is practicable, problems of drainage, siltation, flood control, landslides, and accessibility which may be attributable to overdevelopment of slope areas.

D.    Side lot lines shall be straight lines running within twenty degrees of perpendicular to the road upon which the lot fronts, except that side lot lines on curved roads should run at or near radially to the curve. (Ord. TLS 17-12-44C Exh. A (part): prior code § 16.16.060)

17.20.060 Streets.

All roads and streets including bridges and roadside features such as sidewalks shall be designed and constructed in accordance with DCC Title 12, Roads and Bridges. (Ord. TLS 17-12-44C Exh.
