17.24.010 Generally.

Adequate provision shall be made for such drainage ways, roads, alleys, easements, parks, playgrounds, sites for schools, and other general purposes as may be required to protect the public health, safety and general welfare prior to the recording of any final plat, final short plat or final binding site plan. 17.24.015 Engineering plan and technical report review requirements.

A.    Engineering plans and technical information reports shall be prepared consistent with the applicable requirements of the plans, policies and codes in DCC Section 17.04.050 as they now exist or may hereafter be amended, and the conditions of preliminary approval. Each plan set or document shall be stamped, signed and dated by an engineer and other qualified professionals as appropriate to the plan and information.

B.    Plans for roads, controls and other proposed or conditioned improvements proposed to be located within a public right-of-way shall be submitted for review and acceptance by the county engineer.

C.    Plans for proposed sanitary sewer and water systems shall be submitted for review and approval by the Chelan-Douglas Health District and/or the appropriate utility purveyor.

D.    Plans and soils reports must document site development conformance with DCC Chapter 15.36, Grading and Excavation.

E.    No improvement work shall be undertaken until preliminary approval has been issued and the plans have been approved by the county engineer and other agencies as applicable. The county engineer shall be notified before any improvement work is begun.

F.    The subdivider, upon completion of improvements, shall file maps and documents with the department that shall show all improvements as-built.

G.    Plans accepted by the county engineer in accordance with subsection A of this section shall be valid for a period of thirty-six months following acceptance unless an extension of time has been granted by the county engineer. (Ord. TLS 17-12-44C Exh. A (part))

17.24.025 Construction of minimum improvements.

The following minimum improvements shall be constructed consistent with approved plans, except that the director and/or the county engineer may allow posting of a financial guarantee in accordance with the provisions of DCC Chapter 14.90, Performance Assurance and Guarantee:

A.    Water supply facilities adequate to provide potable water from a public or community water supply source to each lot installed in conformity to standards of the Chelan-Douglas Health District and the water purveyor unless an available and lawful alternative has been approved.

B.    A sanitary sewer system connection to each lot approved by the sanitary sewer utility purveyor unless the Chelan-Douglas Health District determines that all of the lots can be adequately served by on-site sewage systems.

C.    Dry sewerage systems installed in accordance with existing standards, studies and resolutions.

D.    Water sources, water facilities, service mains and fire hydrants adequate for fire protection purposes installed in accordance with the applicable provisions of the International Fire Code, the National Fire Protection Association, DCC Chapter 15.28, Fire Hydrants and Water Mains, the county fire marshal and the appropriate fire protection district.

E.    Drainage facilities and erosion control measures consistent with DCC Chapters 20.34, Stormwater Drainage, and 20.36, Construction and Post-Construction Stormwater.

F.    Transportation improvements in accordance to the accepted plans. (Ord. TLS 17-12-44C Exh. A (part))

17.24.035 Construction of other improvements.

The following improvements shall be constructed as required in the approval decision of the preliminary subdivision, preliminary short subdivision or preliminary binding site plan:

A.    All other site improvements unless the approval decision does not require completion of certain improvements prior to final plat, short plat or binding site plan recording.

B.    All private improvements outside of the right-of-way or road easement. (Ord. TLS 17-12-44C Exh. A (part))

17.24.040 Inspections.

Development improvement construction inspections shall conform to the inspection requirements of the jurisdiction with responsibility over the specific improvement. The inspecting authorities shall have right of entry onto any lot, tract or easement to ensure compliance with the required improvements. (Ord. TLS 17-12-44C Exh. A (part): Ord. TLS 04-02-30B Exh.
