In order to accomplish the purposes of this title and Chapters 36.70 and 36.70A RCW the following zoning district categories and zoning map symbols are established:

18.12.040 Zoning district and map designation purpose.

The purpose statements for each zoning district and map designation set forth in the respective chapters shall be used to guide the application of the districts and designations to all lands in unincorporated Douglas County. The purpose statements shall also guide interpretation and application of development regulations within the districts and designations, and any changes to the range of permitted uses within each district through amendments to this title. 18.12.060 Map designation—District overlay.

The purpose of the district overlay designation established within the DCC is to implement comprehensive plan policies that identify recreational activities or special opportunities for achieving public benefits by allowing uses that differ from the specific provisions set forth within the applicable zoning district. District overlays are generally applied to site specific proposals on an individual property or a group of properties. Not every property in which the overlay district may be applied will meet the minimum provisions and policies set forth in the comprehensive plan. (Ord. TLS 22-04-30A; Ord. TLS 08-03-05 Exh. 18.12.080 Urban growth area zoning administration.

A.    Douglas County adopts the comprehensive plans, zone maps and corresponding zone codes and development regulations of the cities/towns of Bridgeport, East Wenatchee, Waterville, Mansfield and Rock Island, as they exist on May 31, 2022, for the area inside their associated urban growth area. The purpose statements and intent for each zoning district and map designation set forth in the municipal code of each city/town guide the application of the districts and designations within the areas of their associated urban growth areas.

B.    All land use applications and permits will be processed in accordance with DCC Chapter 14.10 and other applicable Douglas County Codes. In the event there is conflict or inconsistency between the Douglas County Code as it relates to the process of project application review and the process embedded in the city zones the process in the Douglas County Code will be followed.

C.    After the adoption date specified in this section, both Douglas County and each city/town may consider and approve amendments to the zone codes and zone maps for their respective urban growth areas; however, no amendments adopted by the cities/towns to the abovementioned zones or land use maps will become effective until adopted by Douglas County board of county commissioners.
