7.13.005 Licenses required.

All dogs or cats three months of age or older must be licensed by the City of DuPont.  All dog or cat licenses shall be obtained by paying the required license fee as prescribed by resolution or to the City’s designated licensing authority and must be attached to the dog or cat’s collar or harness and worn at all times when off the owner’s property.  (Ord. 98-619; Ord. 10-899 § 1).

7.13.010 Fees.

(a) The license fees for the ownership, keeping, or having control of dogs and/or cats in the City of DuPont shall be prescribed by resolution.

(b) In order to receive the fee advantage for altered dogs and cats, an owner must provide either proof of alteration from a licensed veterinarian or a written statement from a licensed veterinarian that the spay/neuter procedure would be harmful to the animal.

(c) Owners applying for a license for an unaltered dog or cat shall have 30 days from the date of application in which to have the dog or cat altered and to reapply for a license at the reduced fee upon providing proof of alteration.

(d) The City will honor requests pursuant to RCW 49.60.380 upon a showing that the animal is a guide or service animal under State law.

(e) A current license issued by another jurisdiction shall be valid and meet the licensing requirements of this chapter until the expiration date of such license; however, a City of DuPont replacement tag shall be purchased and must be attached to the dog or cat’s collar or harness.

(f) In addition to any other remedy available under State law or the DuPont Municipal Code (DMC), the City may collect delinquent license fee charges that are delinquent for more than 60 days by assigning them to a collection agency.  (Ord. 98-619; Ord. 03-732 § 1; Ord. 03-737 § 1; Ord. 04-764 § 1; Ord. 10-899 § 1).

7.13.020 Issuance--Renewable when.

Licenses shall be renewed for a 12-month cycle beginning on January 1st of each calendar year.  There is no prorating of any license fees for licenses purchased during the calendar year.  (Ord. 98-619; Ord. 10-899 § 1.  Formerly 7.13.040).

7.13.030 License not transferable.

Dog or cat licenses as provided for in this chapter shall be nontransferable.  A person may not use a license for another dog or cat that he/she owns, if the dog or cat for which it was issued is no longer living or owned by such person.  It is unlawful for any person to give, sell, exchange, or otherwise transfer a dog or cat license to another person, even if it is to be used for the same dog or cat for which it was originally issued.  (Ord. 98-619; Ord. 10-899 § 1.  Formerly 7.13.050).

7.13.040 Vaccinations.

All dogs three months of age or older must be current on distemper and rabies vaccinations.  All cats three months of age or older must be current on distemper, rabies, and feline leukemia vaccinations.  Proof of vaccination must be presented at the time of licensing.  (Ord. 98-619; Ord. 10-899 § 1.  Formerly 7.13.060).

7.13.050 New residents and owners.

New residents and new pet owners keeping dogs or cats three months of age or older have 30 days from the date of residency or ownership and possession of the dog or cat in which to purchase a license.  (Ord. 98-619; Ord. 10-899 § 1.  Formerly 7.13.070).

7.13.060 Late payment penalty.

(a) Any person who fails to obtain a license by 30 days after the license expiration date shall pay a penalty per license as prescribed by resolution.  No late payment penalty shall be charged on new license applications if:

(1) The owner submits proof of purchase or acquisition of the animal within the preceding 30 days; or

(2) The owner has moved into the City within the preceding 30 days; or

(3) The animal is currently, or has been within the preceding 30 days, under the age which requires a license; or

(4) The owner purchases the license(s) voluntarily, prior to in-person or field contact by animal control personnel. (Ord. 10-899 § 1).

7.13.070 Civil penalty

A dog or cat owner who fails to comply with the provisions of this chapter is subject to a civil fine pursuant to DMC 1.17.110.  (Ord. 98-619; Ord. 10-899 § 1; Ord. 14-963 § 6.  Formerly 7.13.080).
