13.01.010 Mission.

The primary mission of the DuPont Fire Department is to maintain a state of readiness in order to plan for and provide a variety of emergency/nonemergency services to the residents and visitors of the community.  These services include but are not limited to BLS medical treatment, fire suppression activities in both residential and commercial structures, wildland fire suppression activities in underdeveloped areas, fire prevention and public education, and annual inspections of commercial structures. 13.01.020 Organizational structure.

The Fire Department shall be appropriately organized and adequately staffed to provide leadership, command, supervision, and administration, operations and support for all emergency and nonemergency services they provide and to meet established levels of service in a safe and efficient manner.  The Fire Chief shall make recommendations to the City Council annually for levels of service along with budget recommendations.  During the first quarter of each year, the Fire Chief shall submit to the City Council a comprehensive report on the past year and recommend response standards for the current year. 13.01.030 Funding.

(a) The Fire Department shall be primarily funded from the City’s General Fund except for special levies, fees or assessments approved or adopted by the City Council for the Fire Department or Emergency Medical Services.

(b) Fire Department expenditures shall be in accordance with and compliant with currently adopted City purchasing/expenditure policies. (Ord. 10-897 § 1).

13.01.040 Apparatus and equipment.

(a) The Fire Department shall be equipped with such apparatus and other equipment as may be required to fulfill its mission and successfully meet adopted levels of service.

(b) The Fire Department shall maintain a current schedule of apparatus/equipment and participate in the equipment replacement schedule in accordance with City policy.

(c) During the second quarter the Fire Chief shall submit to the City Council an annual report on the condition of all stations, apparatus and equipment and make recommendations for replacement on intervals of one year, three years, and five years.  The Fire Chief shall also make recommendations for new stations and equipment on one-year, five-year, and 10-year intervals.

(d) The Fire Department shall at all times maintain a current and accurate inventory of all fixed and disposable equipment and supplies, in accordance with City policy.  All equipment and fixed assets shall be adequately marked with City of DuPont inventory tags.  A current inventory tracking system shall be employed to ensure accountability of public property. 13.01.050 Rules, regulations and SOGs.

(a) The Fire Department shall at all times maintain and comply with an up-to-date, working set of organizational rules and regulations that are in concert with the City’s current rules and regulations and the most current collective bargaining agreement with the Fire Department labor union.

(b) The Fire Department shall maintain and comply with the current working set of standard operating guidelines (SOGs) in accordance with the requirements of Washington State statutes and as needed to accomplish the Fire Department mission on a day-to-day basis.

(c) The City shall adopt training requirements, standards and minimum competencies for all Fire Department personnel.  The Fire Chief shall submit recommendations to the City for all standards and competencies each year with the budget request.

(d) All adopted organizational rules, regulations, requirements, standards and SOGs apply fully to all Fire Department personnel regardless of their status: career/part-time/volunteer. (Ord. 10-897 § 1).
