2.32.010 State provisions adopted--Compensation for volunteer firemen and widows.

The city council hereby adopts the provisions of Chapter 121 of the 1935 Session Laws of Washington, relating to compensation for volunteer firemen and their widows, in so far as the same are applicable to the city. (Ord. 288 §1, 1935).

2.32.020 City council members to receive same benefits as other volunteer firemen.

Any member of the city council who desires to serve or is appointed to serve as a volunteer fireman shall receive the same compensation, insurance and other benefits as are applicable to other volunteer firemen employed by the city. (Ord. 543 §1, 1974).

2.32.040 Membership--Restriction--Records.

The number of members of the Elma Volunteer Fire Department is limited to such number as may from time to time be established by the city council with the approval of the mayor. The fire department shall keep regular rosters of its members, of those who have paid their annual dues to the extent that such dues are required, and of those who are eligible to have their annual dues paid into the state compensation fund for such members. It shall annually certify such membership to the city clerk-treasurer and shall further provide such information as the mayor or city council may from time to time request as to its operations. 2.32.050 Officers--Terms--Mayor powers and duties--Compensation.

The fire department shall have such officers as may be established by the department with the approval of the mayor and council. As to such officers, the following provisions shall apply:

A.    The terms shall be for a period of one year commencing with the 1st day of January of each calendar year and terminating upon the thirty-first day of December of that same calendar year; provided, that in the event that the successor to any particular officer has not been chosen and qualified by the end of his or her term, then the individual serving shall continue to serve until the successor has in fact been chosen and qualified.

B.    As to the chief, members of the department shall recommend annually a member to serve as the chief of the department. The mayor, upon receipt of such recommendation, shall review the recommendation of the department and give that recommendation due consideration. Upon consideration, the mayor shall appoint such individual who is a member of the department to serve as chief as may in the opinion of the mayor, after the consideration previously indicated, best serve the interests of the department and the city.

The mayor shall make the recommendation to the city council, which shall consider the matter and then act to either confirm or reject the recommendation. In the event of a confirmation, the individual shall serve the term previously indicated. In the event of a failure to confirm, the mayor shall carry forth further consultation and make such further recommendation as may be deemed necessary and appropriate with provision for confirmation to be carried forth in the same manner as previously indicated.

C.    The officers of the department, including but not limited to the chief, the assistant chief, the fire marshal, and the director of emergency medical services, shall have such duties as may be established by the Uniform Fire Code, the municipal code of the city, or as may be from time to time designated by the mayor.

D.    The officers and members shall further receive such compensation as may be from time to time established by the city council. (Ord. 838 §10, 1987).
