3.04.010 Created.

There is hereby created a fund known and designated as the "payroll fund" into which shall be paid and transferred from the various departments and offices an amount of money equal to the various salaries and wages due city employees and officers. (Ord. 592 §1, 1976).

3.04.020 Use designated.

The payroll fund shall be used and payment therefrom shall be made only for the purpose of paying and compensating employees and officers of the city for services rendered and paying employee deductions to those persons, agencies, organizations and funds entitled to such payments. (Ord. 592 §3, 1976).

3.04.030 Warrants against fund--Procedure--Restrictions.

The city clerk-treasurer is hereby authorized, empowered and directed to issue warrants on and against the payroll fund for payments authorized by Section 3.04.020. Said warrants shall be issued only after there have been filed with the city clerk-treasurer proper payrolls, due bills, vouchers or time certificates approved by the city council, stating the nature of the services rendered, the amount due or owing, and the persons entitled thereto. All warrants issued on or against said funds shall be solely and only for the purposes set forth in this chapter, and shall be payable only out of and from said fund. Each warrant issued under the provisions of this chapter shall have printed upon its face the words "Payroll Fund." (Ord. 592 §4, 1976).

3.04.040 Transfers to fund--From city departments and offices.

Whenever it is deemed necessary, the city clerk-treasurer is hereby authorized, empowered and directed to transfer from the funds of the various departments and offices, to the payroll fund, sufficient moneys to pay the salaries and wages of the employees and officers of the various departments and offices of the city. (Ord. 592 §2, 1976).

3.04.050 Transfers to fund--From insolvent funds.

Transfers from an insolvent fund to the payroll fund shall be by warrant. (Ord. 592 §5, 1976).
