9.20.010 Inciting riot.

Any person who, acting with three or more other persons, knowingly and unlawfully uses or threatens to use force or in any way participates in the use of such force against any other person or against property shall be guilty of the offense of riot. (Ord. 770 §5(A), 1984).

9.20.020 Failure to disperse.

Any person who:

A.    Congregates with a group of three or more other persons and their acts or conduct within that group create a substantial risk of causing injury to any person or substantial harm to property; and

B.    Refuses or fails to disperse when ordered to do so by a peace officer or other public servant engaged in enforcing or executing the law; shall be guilty of the offense of failure to disperse. (Ord. 770 §5(B), 1984).

9.20.030 Disorderly conduct.

Any person who:

A.    Uses abusive language and thereby intentionally creates a risk of assault; or

B.    Intentionally disrupts any lawful assembly or meeting of persons without lawful authority; or

C.    Intentionally obstructs vehicular or pedestrian traffic without lawful authority; shall be guilty of the offense of disorderly conduct. (Ord. 770 §5(C), 1984).

9.20.040 False report.

Any person who, with knowledge that the information he or she has reported, conveyed or circulated is false, initiates or circulates a false report or warning of an alleged occurrence or impending occurrence of a fire, explosion, crime, catastrophe or emergency knowing that such false report is likely to cause evacuation of a building, place of assembly or transportation facility or to cause public inconvenience or alarm shall be guilty of the offense of false reporting. (Ord. 770 §5(D), 1984).
