15.52.010 Purpose.

This chapter is declared to be an exercise of the police power of the city and for the following purposes:

A.    To provide facilitation in the location of dwelling houses and places of residence;

B.    To provide certainty of action in the reporting of and responding to fires;

C.    To provide easier identification of voters;

D.    To provide an easier identification of the residences of water users, taps to mains, and breaking of pipes;

E.    To provide for greater facilitation in the delivery of goods;

F.    To provide easier and more accurate means of reporting and responding to violations of the law to the police; and

G.    To anticipate and provide for delivery of mail. (Ord. 814 §1, 1986).

15.52.020 Compliance with chapter required.

All houses and places of residence and business in the city shall be numbered by the affixing in a prominent place of a number of the kind and size to be established from time to time by resolution of the city council. (Ord. 814 §2, 1986).

15.52.030 Numbering system established.

The intersection of 1st and Main Streets shall be the point from which all numbers shall run, being numbered therefrom east, west, north and south; the odd numbers running on the west side of the streets running north and south, and the even numbers on the north side of the streets running east and west, and the odd numbers on the opposite side. The numbers shall increase in an appropriate numerical progression, one stop for every ____ feet by which the main entrance of the structure is separated from the center of that street intersection which is closest to the point of beginning of the number system. Where this numbering scheme is not applicable, the city clerk-treasurer shall provide for numbers, and shall file a map with the office of the city clerk-treasurer, showing the number to be used. (Ord. 814 §5, 1986).

15.52.040 Application for and attachment of numbers.

All persons, firms, corporations and associations owning, leasing or occupying premises in the city are required to and shall apply to the city clerk-treasurer by written application for a number, and shall affix it to and maintain the number upon the premises in such manner as may from time to time be established in the manner provided in Section 15.52.020 to the place of business or residence owned, leased or occupied by them. (Ord. 814 §3, 1986).

15.52.050 Number assignment.

A.    Upon receipt of an application for a building permit for a structure to be located within the corporate limits of the city, it shall be the responsibility of the city clerk-treasurer to assign that structure a street number determined pursuant to the system established by city ordinance.

B.    In the event of a failure to apply, the number shall be established in the manner provided and the owner or occupant so notified.

C.    Upon notification of the assigned number, the owner or occupant shall cause the number to be affixed in the manner required within thirty days of the notification. (Ord. 814 §4, 1986).

15.52.060 Work done by city when--Cost deemed lien.

When any person, firm, corporation or association refuses to affix numbers as required, they will be affixed by the city council and the expense shall become a lien upon the property until paid. (Ord. 814 §6, 1986).

15.52.070 Interpretation of provisions.

In any situation requiring interpretation which may arise, the city clerk-treasurer is authorized to decide what numbers shall be affixed and placed, and the location of such numbers, taking into consideration such factors as may be determined appropriate, including adjacent numbering, visibility from the traveled roadway, and implementation of the goals established in Section 15.52.010. Her or his decision shall be final. (Ord. 814 §7, 1986).

15.52.080 Previously assigned numbers.

As to any house numbers currently assigned, those house numbers shall continue in full force and effect until the earlier occurring of the following conditions:

A.    The owner of the property comes to the clerk-treasurer and requests a determination as to the street number which will be assigned pursuant to the provisions of this chapter. Upon such request, the clerk-treasurer shall establish the number, which shall thereafter control as to that particular property;

B.    As a result of subsequent development upon the block in question, numbers subsequently assigned pursuant to the provisions of this chapter would create an inconsistent numbering pattern and thus create the risk of difficulty in emergency response; then, upon such an occurrence, the clerk-treasurer shall at that time establish the street numbers pursuant to the provisions of this chapter for the block or blocks in question;

C.    The existing structure or residence upon the property is destroyed or removed and a new residence or structure constructed or installed. (Ord. 814 §8, 1986).
