3.50.010 Purpose.

The purpose of this chapter is to authorize the acceptance of donations (monetary or nonmonetary) for public memorials (to preserve the memory of a deceased person(s) or an event that occurred in the past) or a tribute (to acknowledge the contributions of living people). (Ord. 709 § 1, 2010)

3.50.020 Funds – Accounting.

The city of Entiat is responsible for providing for the deposit and financial administration of any donation to the city. A life cycle care fund will be developed to assist in the establishment, maintenance, repair and possible removal of memorials or tributes. The city clerk shall track the proposed use of any donation and maintain records showing receipts and disbursements. (Ord. 709 § 2, 2010)

3.50.030 Acceptance of donations in general.

The memorial board and city council have the discretion to accept or decline any proposed donation (conditioned or not). In the event the donation could cause or result in an appearance of impropriety, the city attorney may be consulted before acceptance. (Ord. 709 § 3, 2010)

3.50.040 Acceptance of monetary donations.

Unrestricted and restricted donations accepted by the city must be reviewed by the various city boards for significance, location and project design* and then approved by city council. The donor must involve the city if a design professional is hired, is responsible for complying with all federal, state and local laws and bear the costs of all necessary permits, approvals, project management, design, installation, manufacture and maintenance of the gift or memorial. Budget details of these project elements will be spelled out in an agreement with the donor. A revocable permit from the city will be required. (Ord. 709 § 4, 2010)

3.50.050 Donations of art work.

Determination whether to accept art work proposed for donation to the city for permanent or long-term public display in public areas shall be made by the city council following recommendation by the memorial board. (Ord. 709 § 5, 2010)

3.50.060 Donation of historical artifacts.

Determination to accept historical artifacts proposed for donation to the city for public display shall be reviewed by the memorial board and made by the city council following recommendation by the Entiat historical society. (Ord. 709 § 6, 2010)

3.50.070 Donations for facility and park naming.

Facilities and parks may be named after a private party or organization only after careful consideration of all potential long-term impacts by the city council. (Ord. 709 § 7, 2010)
