2.16.080 Compensation – Elective – City Councilmember.

The salary of the City Councilmembers shall be $150.00 per calendar month, effective January 1, 2008. 2.16.090 Compensation – Elective – Mayor.

The compensation of the Mayor shall be the sum of $500.00 per calendar month. In addition, the Mayor shall be entitled to receive full medical, dental and vision insurance benefits for himself/herself and eligible dependents (i.e., spouse and children meeting the enrollment criteria of the insurance plans) under the lowest cost insurance plan offered by the City to City employees. If the City offers more than one plan, the Mayor may select the higher cost plan but shall, in such case, pay the premium difference. 2.16.110 Travel expenses – Reimbursement rate.

The amount for reimbursement of travel expenses be set at actual expense incurred and mileage reimbursement be set at the equivalent of the rate per mile established from time to time by revenue ruling of the Commissioner of the Internal Revenue Service under authority of 26 C.F.R. 1.274-5(g) as the standard business mileage rate for use with for use in 26 U.S.C. 2.16.115 Travel expenses – Optional monthly reimbursement.

The City Council may by resolution establish a monthly rate of reimbursement to an officer or employee of the City who uses his or her personal vehicle for official business on a regular basis. Such resolution shall recite a finding of actual use of the individual’s personal vehicle as well as a finding that the rate is based on actual costs. Such resolution shall provide for periodic review to ensure that the rate continues to reflect actual cost. [Ord. 349 § 1, 1987; Ord. 291 § 14, 1983.]

2.16.120 Benefits – City employees.

A. Sick Leave. Employees shall be allowed one day per month up to and including 90 days of sick leave. At retirement or termination all employees shall be credited with up to and including 30 days of remaining sick leave. Employees who have been with the City for a period of two years or more previous to passage of this chapter shall be grandfathered into the sick leave plan for the amount of year they have served.

B. Holidays. The following legal holidays shall be observed:

1. New Year’s Day: January 1st;

2. Martin Luther King Jr.’s Birthday: third Monday in January;

3. President’s Day: third Monday in February;

4. Memorial Day: last Monday in May;

5. Independence Day: July 4th;

6. Labor Day: first Monday in September;

7. Veteran’s Day: November 11th;

8. Thanksgiving Day: fourth Thursday in November;

9. Day after Thanksgiving: fourth Friday in November;

10. Christmas Day: December 25th;

11. Floating holiday: employee choice.

C. Vacations. All full-time employees shall receive the following annual vacations in addition to the holidays described in subsection B of this section: two weeks for employees with one through three years of service; three weeks for employees with four through eleven years of service; four weeks thereafter. No vacation may be accumulated and is lost if not utilized. Vacations within each department shall be staggered with priority to specific vacation dates based on seniority of service.

D. Medical. The City shall bear the cost of medical coverage for all full-time employees, the Municipal Court Judge, the City Attorney and their families.

E. Dental. The City shall bear the cost of dental coverage for all full-time employees, the Municipal Court Judge, the City Attorney and their families. [Ord. 509 § 1, 1996; Ord. 484 § 15, 1994; Ord. 429 § 14, 1991; Ord. 321 § 11, 1985; Ord. 236 §§ 1 – 5, 1980.]

2.16.125 Cost of living adjustment – Default calculation method.

In the absence of a specific designation of the manner of determining any cost of living adjustment (COLA) to employee compensation in any salary ordinance, each COLA adjustment shall be applied on January 1st, and shall be computed by utilization of the Bureau of Labor Statistics (BLS) Consumer Price Index for all urban consumers (CPI-U) U.S. City Average over the most recent BLS index base period for which statistics were released prior to the date of adjustment. In the event of a change of index base by BLS, the COLA shall be adjusted in accordance with the BLS-recommended transition. [Ord. 566 § 11, 1999.]
