2.28.010 Reserve Police Force – Purpose.

The Everson Police Reserve is organized for the purpose of assisting the regular Police Department in the event of a major disaster, and to help control traffic and maintain order at places where large crowds gather, and to aid the regular police generally in the protection of life and property and the preservation of peace and order. 2.28.020 Reserve Police Force – Administration.

Members of the reserve shall be appointed by the Mayor, as recommended by the Chief of Police and Reserve Coordinator. The Police Reserve shall at all times function under the supervision, direction, and control of the Chief of Police and a member of the regular police force. The Chief of Police shall by order establish rules and regulations for council approval to govern the reserve unit and provide for maintenance of discipline. All appointments shall be made by the Chief of Police upon the recommendation of the Reserve Coordinator, with the Mayor’s approval, and shall be based upon merit, service, and ability only. The membership of any reserve officer may be terminated jointly by the Reserve Coordinator and the Chief of Police. Any member of the reserve may resign at any time from the unit upon notifying the Chief of Police in writing. The Council may expand or diminish the membership of the reserve upon the recommendation of the Chief of Police. The Reserve Coordinator, under direction of the Chief of Police, shall be the executive head of the reserve unit and shall have general charge of all personnel, and shall be responsible for the selection, training and assignments of the members of the Police Reserve. 2.28.030 Reserve Police Force – General duty information.

Reserve police officers shall possess such police powers and authority for the performance of their duties as provided by the ordinances of the City of Everson, and shall act only under the direction of the Chief of Police. Powers of arrest shall be the same as a commissioned police officer, subject to any limitations which the Chief of Police shall impose. An identification card, badge, and other insignia of identification shall be issued to each member of the reserve, who must carry the card at all times. The police reserve shall wear such uniforms, insignia, and emblems as may be prescribed by the Chief of Police. Except in any emergency or by specific direction of a superior officer, it shall be unlawful for any reserve to carry out or attempt to enforce any order rule, regulation, law or ordinance while not wearing the uniforms, insignia, and emblems. It shall be unlawful, except in the case of emergency, for any reserve to carry out or attempt to enforce any order, rule, regulation, law or ordinance except by order of the Chief of Police. 2.28.040 Reserve Police Force – Application and selection.

All persons interested in becoming a reserve officer shall submit a written application to the Reserve Coordinator. The application shall be on Everson Police forms and shall be completed in its entirety. Upon applying, the applicant gives this Department permission to complete a background check.

A. An applicant must meet the following minimum requirements to be eligible:

1. Twenty-one years of age or older;

2. U.S. citizen;

3. Medical clearance from a licensed physician, or other standards adopted by the Department;

4. Good driving record;

5. Possess a valid Washington State driver’s license;

6. No criminal record;

7. No conviction for an offense involving moral turpitude or drug use;

8. Possess a high school diploma or its equivalency;

9. Take pre-entrance test;

10. Pass background check;

11. Pass psychological test administered by the Department;

12. Pass oral interview.

B. Once submitted, the application will be reviewed by the Reserve Coordinator and the Chief of Police. The application will then be open to review by the Commissioned Officers who must give unanimous approval. The application will then be returned to the Reserve Coordinator who will make his/her recommendation to the Chief. [Ord. 677 § 2, 2008; Ord. 195 § 4, 1978.]

2.28.050 Reserve Police Force – Scheduling of shifts.

Reserve officers will be expected to spend at least 16 hours per month on duty. The Director can at his discretion approve a less number of hours in cases of vacation, emergency, etc. Reserve officers will be expected to attend all business and training sessions that are scheduled. The time spent at training sessions will count towards the monthly minimum duty time. Reserve officers will schedule their shifts on the posted schedule at the earliest possible occasion. If the reserve officer has scheduled himself to work he will be expected to work the entire shift, if necessary, except in case of an emergency, or if the reserve officer has given the Director or other supervisory officer at least 24 hours’ notice. Reserve officers shall not schedule more than one reserve for each officer working. [Ord. 298 § 3, 1984; Ord. 195 § 5, 1978.]

2.28.060 Reserve Police Force – Duty rules and regulations.

Members of the Reserve Unit shall receive and obey all lawful orders of their superior officers.

Reserve officers shall obey all lawful orders of the regular Police Department when not in conflict with their duty assignment.

They shall conduct themselves as gentle persons and police officers at all times when on duty and in uniform. They shall be neat and well groomed in their appearance and shall be courteous to the public.

They shall not consume intoxicants when on duty, and shall not report for duty with the odor of intoxicants on their breath.

They shall exhibit proper and due respect for other members of the Police Reserve, and to the members of the regular Police Department.

Reserve officers will act as backup or second officer in patrol vehicle with regular officer.

Regular officer will be in command at all times. The reserve will work under his direction at all times.

Reserves will be available to work at all public functions such as, but not limited to, dances at the schools, basketball and football games. Reserve officers will provide foot patrol outside in parking lots and also police the inside. Reserve officers will work traffic control after all ball games. Reserve officers will assist the regular officers during all public functions, parades or as required by the Chief of Police or officer in charge.

Reserve officers could be utilized for certain special detail such as stake out details as requested by the Chief of Police or officer in charge. This will relieve the regular officer in order that he may perform his regular patrol duties as required by the Chief of Police and the City of Everson.

They shall be expected to appear on all assignments for which they have volunteered.

They shall be responsible for the proper performance of the duties assigned them.

Unless hindered by livelihood for family responsibility, reserve officers shall accept assignments for any shift upon request of their superior officers. If any reserve officer shall continually refuse to accept assignments as they occur, he shall be requested to go inactive and turn in all equipment.

Reserve officers shall work on any legal assignment that their superior officer shall direct.

They shall hold all knowledge of police work and department business in strict confidence.

They shall report changes of address promptly.

When a reserve officer has a complaint to make, or is dissatisfied with anything regarding the reserve, he will make his complaint known through the chain of command.

No member of the reserve shall wear any parts of his issued equipment with civilian clothing.

Members shall comply with all policies and procedures of the Everson Police Department. Failure to abide by these duty rules and regulations will result in termination.

Reserve officers shall not drive police vehicles except in emergency or until cleared by the Director and the Chief of Police. At no time will a reserve drive a patrol vehicle on regular patrol.

Regular meetings will be held by the Everson Reserve Police Force twice each month. The first meeting of the month will be for the purpose of conducting regular business of the Reserve Force. The second meeting of each month will be for training, which will be provided by the officer in charge of the Reserve Force. This officer will be a full-time member of the Everson Police Department. Minutes will be kept of all business meetings and a regular report will be made monthly to the officer in charge of the Reserve Force, of all activities of the reserves. This report will be turned into the officer in charge of the Reserve Force, of all activities of the reserves. This report will be turned into the officer in charge each month. This report will be presented to the Chief of Police and the Mayor of the City of Everson. [Ord. 195 § 6, 1978.]

2.28.070 Reserve Police Force – Uniforms and weapons.

The City will provide all equipment including weapon. [Ord. 195 § 7, 1978.]
