12.16.010 State highway access management –Purpose.

This chapter is intended to adopt standards for access permitting on streets designated as State highways, consistent with standards adopted by the Washington State Department of Transportation, as required by RCW 47.50.030(3), and to implement a City access permit and administrative process in uniformity with the State access permit and administrative process. 12.16.020 State highway access management – State access control classification system and standards adopted.

The City of Everson adopts by reference the Washington State Department of Transportation Highway Access Management – Access Control Classification System and Standards, promulgated as Chapter 468-52 WAC under authority of Chapter 47.50 RCW, including all future amendments or additions thereto. 12.16.030 State highway access management – State access permit and administrative process adopted.

A. The City of Everson adopts by reference the Washington State Department of Transportation Highway Access Management Access Permits – Administrative Process, promulgated as Chapter 468-51 WAC under authority of Chapter 47.50 RCW, including all future amendments or additions thereto.

B. Each reference to “the Department” or “Department” in Chapter 468-51 WAC in its role as the permitting authority shall be deemed to refer to the City of Everson.

C. The City official(s) responsible for administration of the access permit program shall be the Building Official in consultation with the Public Works Director.

D. Each application for a highway access management access permit shall be accompanied by an application fee in the amount scheduled in the City’s current master fee schedule adopted by resolution of the City Council. [Ord. 842 § 2, 2023; Ord. 501 § 55, 1996; Ord. 491 § 1, 1995.]
