19.27.010 Purpose.

The purpose of the residential-multiple use zone is to establish a diverse range of dwellings, including multiple-family dwellings, at an increased density in accordance with growth management planning. These areas should be conveniently located to shopping, schools and other community facilities and utilities, and to the arterial circulation system. 19.27.020 Permitted uses.

The uses permitted within the residential-multiple use zone are as follows:

A. Detached single-family dwellings, including site-built, manufactured and modular homes, limited to one dwelling per lot of record.

B. Duplexes and single-family dwellings with an attached, accessory dwelling unit.

C. Multiple-family dwellings.

D. Mobile homes in mobile home parks.

E. Parks or playgrounds.

F. Public uses.

G. Churches.

H. Clinics.

I. Daycare centers, adult daycare and adult family homes, subject to administrative conditions addressing parking, drop-off and pick-up, and hours of operation.

J. Bed and breakfasts (see EMC 19.27.050).

19.27.025 Accessory uses.

The accessory uses permitted within the residential-multiple use zone are as follows:

A. Structures or uses that are accessory to a primary permitted or conditional use.

B. Private garages or carports.

C. Outdoor patios or fireplaces.

D. Satellite dishes or antennas.

E. Outdoor storage containers where consistent with Chapter 19.51 EMC. [Ord. 768 § 13, 2016.]

19.27.030 Conditional uses.

The following conditional uses may be permitted within the residential-multiple use zone by the City Council upon application and in accordance with Chapter 19.11 EMC:

A. Private recreational facilities.

B. Nursing homes and assisted-living facilities.

C. Home occupations, as further provided in EMC 19.23.050.

D. Attached, single-family dwellings (zero lot line) where each unit is situated on a separate lot of record.

E. Any use similar in nature and effect to a permitted principal use or conditional use. [Ord. 847 § 6, 2023; Ord. 768 § 14, 2016; Ord. 605 § 7, 2003; Ord. 282 § 3, 1983.]

19.27.035 Prohibited uses.

The prohibited uses in the residential-multiple use zone are as follows:

A. All other uses. [Ord. 768 § 15, 2016.]

19.27.040 Size and construction standards.

The following size and construction standards shall be applicable to uses within the residential-multiple use zone:

A. Minimum Lot Size.

1. Detached, single-family dwellings: 8,500 square feet.

2. Duplex and multifamily dwellings: 4,250 square feet per unit.

3. Single-family dwelling with an attached, accessory dwelling unit: 8,500 square feet.

4. Attached, single-family dwellings (zero lot line): 4,250 square feet.

B. Minimum Lot Width. Fifty-five feet for noncorner lots and 65 feet for corner lots; provided, that the minimum lot width for zero lot line lots shall be 30 feet for end lots and 25 feet for interior lots.

C. Maximum Building Height. The maximum building height in a residential-multiple use zone is 28 feet.

D. Setbacks.

1. Front yard: 20 feet.

2. Rear yard: 5 feet.

3. Side yard: 5 feet.

4. Corner Lots. Lot owner may choose which street frontage shall be the front yard; side street yard setback shall be 15 feet.

E. Maximum Lot Coverage. The square footage of the building area of all structures shall not exceed 75 percent of the total lot area.

F. Maximum Residential Units/Structure. No structure shall contain more than four residential dwelling units, except where authorized through approval of a conditional use permit. 19.27.050 Bed and breakfast establishments.

Bed and breakfast establishments shall conform to the following regulations:

A. The establishment must be accessory to a single-family residence that is owner-occupied and must be operated by the owner(s) of the residence;

B. In addition to the parking requirements for the residential use, one off-street parking space meeting the design standards of Chapter 19.39 EMC must be provided for each employee, plus one for each guest bedroom;

C. The exterior of the establishment must retain the appearance and character of a single-family residence;

D. There shall be no kitchen facilities in the guest room(s);

E. The establishment must comply with the International Building Code and must demonstrate compliance with all State or local health and/or transient accommodation regulations;

F. The maximum duration stay for guests shall be three weeks;

G. The operator shall obtain and maintain in effect a valid City business license;

H. The establishment may be advertised on one unlit or externally lit sign in the front yard. The sign must otherwise meet the provisions of this title, and shall not exceed 16 square feet per side;

I. The parking area and access route must be adequately illuminated;

J. No meals shall be sold to the general public; and

K. No other business, service or commercial activity may be conducted on the premises. [Ord. 768 § 17, 2016; Ord. 678 § 15, 2008; Ord. 517 § 14, 1997.]

19.27.060 Dwellings occupied by handicapped individuals or groups.

Residential dwellings occupied by handicapped individuals or groups shall be regulated in the same manner as dwellings occupied by families, unrelated groups and non-handicapped individuals. [Ord. 768 § 18, 2016.]
