RECREATIONAL OPEN SPACE ZONE (ROS)

19.37.010 Purpose.

The purpose of the recreational open space zone is to provide for the establishment and retention of a system of parks, trails, open space and other recreational facilities that will support the health and general welfare of the citizens of the City of Everson and the surrounding community. 19.37.020 Permitted uses.

The uses permitted within the recreational open space zone as a matter of right are as follows:

A. Public parks.

B. Trails, including paved and unpaved, pedestrian and bicycle-oriented trails.

C. Publicly or privately owned open space and natural areas. [Ord. 659 § 1, 2006.]

19.37.030 Conditional uses.

The following conditional uses may be permitted within the recreational open space zone by the City Council upon application and in accordance with Chapter 19.11 EMC:

A. Ballfields and play fields.

B. Community facilities, such as community recreation facilities, and outdoor pavilions.

C. Boat ramps.

D. Viewpoints.

E. Public and private, indoor and outdoor recreational uses and facilities.

F. Habitat restoration projects.

G. Interpretive signage and trail markers.

H. Storm water detention and treatment facilities and flood control areas.

I. Other City facilities.

J. Other low-impact uses not explicitly called out in this section but that are similar in character, size and impact and that are consistent with the purpose of the zone. [Ord. 659 § 1, 2006.]

19.37.040 Size and construction standards.

The following minimum size and construction standards shall be applicable to uses within the recreational open space zone:

A. Minimum Lot Size: 6,000 square feet, except as otherwise authorized through approval of a conditional use permit by the City Council.

B. Minimum Lot Width: 60 feet, except as otherwise authorized through approval of a conditional use permit by the City Council.

C. Maximum Building Height. The maximum building height in the recreational open space zone is 28 feet unless authorized through approval of a conditional use permit by the City Council.

D. Setbacks.

1. Front yard: 20 feet.

2. Side yard: five feet.

3. Rear yard: five feet.

E. Maximum Lot Coverage. The square footage of all building areas and impervious surfaces shall not exceed 25 percent of the total lot area unless authorized through approval of a conditional use permit by the City Council. [Ord. 659 § 1, 2006.]
