2.04.010 Meetings.

A.    The first and third Mondays in each calendar month are established as the time of regular meeting of the Ferndale City Council.

B.    Regular meetings begin at 5:00 p.m. and shall be held in the City Hall Annex Building Council Chambers, located at 5694 Second Avenue, Ferndale, Washington, 98248. All meetings shall be hybrid-style meetings, allowing either in-person or remote attendance. Instructions for public access to attend the meeting remotely shall be posted on the City’s website.

    At any regular meeting hereafter that may fall on a legal holiday, the meeting shall be held the following day.

C.    No meeting shall be permitted to last longer than three hours without approval of a majority of the Councilmembers present. A new time limit must be established before taking a Council vote to extend the meeting. In the event a meeting has not been closed or continued by Council the items not acted on shall be deferred to the next regular meeting, unless the Council, by majority vote of members present, determines otherwise. 2.04.020 Council committee meetings.

The Wednesdays prior to the first and third Mondays in each calendar month are established as the time of meetings of the standing committees of the Ferndale City Council.

Each standing committee is comprised of three Councilmembers. Committee members do not make final decisions on legislative issues, but only make recommendations to the full Council. Should any final action be taken at a committee meeting, it shall be in violation of this section and considered null and void.

Committee meeting absences are not subject to the provisions of RCW 35A.12.060 related to unexcused absences for regular meetings.

Standing committee meetings will commence as follows:

A.    Meeting Place and Location. Committee meetings are held in the City Hall Main Conference Room, 2095 Main Street, Ferndale, Washington, 98248. All meetings shall be hybrid-style meetings, allowing either in-person or remote attendance.

B.    Meeting Times.

1.    Public Works and Utilities Committee: 8:00 to 9:00 a.m.

2.    Planning and Land Use Committee: 9:00 to 10:00 a.m.

3.    Finance and Administration Committee: 10:00 to 11:00 a.m.

All committee meetings shall comply with the requirements of the Washington State Open Public Meetings Act, even if a quorum is not present.

The City Clerk’s office shall notify the public of meeting cancellations pursuant to Chapter 42.30 RCW, the state’s Open Public Meetings Act.
