2.12.010 Position created.

There is created the office of the Finance Director, who shall act as the City Treasurer. The position shall be filled by appointment of the Mayor, subject to confirmation by the City Council, to serve at the pleasure of the Mayor and at the discretion of the Mayor. The City at its discretion may specify additional terms and conditions of employment in a written agreement executed by the Mayor and approved by the City Council. (Ord. 2178 § 1 (Att. 1), 2021)

2.12.020 Scope of authority.

Under the direction and authority of the Mayor and City Administrator, the Finance Director shall be responsible for the administration of FMC Titles 3 and 5 and shall have the authority to act on:

A.    Administrative Interpretations. The Finance Director is vested with the authority to interpret the meaning of the provisions of FMC Titles 3 and 5, and those sections of FMC Titles 13 and 15 that are directly related to business of the Finance Department, as required to reasonably administer said provisions on a day-to-day basis. In addition, any citizen may request a formal interpretation of these code provisions by submitting a written request to the Finance Director. Upon the submission of a formal code interpretation in accordance with FMC 3.01.010, the Finance Director shall interpret the meaning or application of the provisions of said titles and issue a written administrative interpretation within 30 days. Formal written requests for code interpretation shall concisely identify the issue and desired interpretation;

B.    Development and maintenance of the City’s annual budget including budget amendments associated with this responsibility;

C.    Development and administration of the City’s financial policies;

D.    City utility billing processes and collections;

E.    Coordination with local, state, and federal agencies associated with tax collection and administration, the acquisition and use of grants or loans from public agencies, and similar financial concerns;

F.    Assure collection of the City’s revenues, maintain adequate cash flow, and provide maximum investment earnings;

G.    Coordinate with the City’s insurance providers;

H.    Issuing determinations related to utility billing issues. (Ord. 2207 § 1, 2022; Ord. 2178 § 1 (Att. 1), 2021)

2.12.030 General powers and duties.

A.    Under the direction and authority of the Mayor and the City Administrator, the Finance Director shall act and may be referred to in the following roles, and shall have the powers and duties assigned to each. The title “Finance Director” shall include the following titles, unless otherwise stated or hereinafter amended:

1.    City Treasurer.

B.    Provide relevant information and advice to the Mayor, City Administrator, City Council, and other public officials and the public on the operations and administration of the roles assigned to the Finance Director.

C.    Perform such other duties as the Council may determine by ordinance or resolution, or that are assigned by the Mayor and City Administrator. (Ord. 2178 § 1 (Att. 1), 2021)
