5.16.010 License – Required.

It is unlawful to engage in pawnbroker activity without first having secured a license therefor in force. (Ord. 430 § 1, 1968)

5.16.020 License – Fee.

The fee for pawnbroker’s license shall be as contained in the City’s most current approved Fee Code each calendar half-year period, and such fee shall be paid for license to operate as a pawnbroker at any time during each calendar year half-year period; that is, a fee shall be required for pawnbroker’s license covering any portion of the period from January 1st through June 30th of any year, and a like license fee shall be required for any portion of the period from July 1st through December 31st of any year. 5.16.030 License – Bond.

Before a license shall be issued, each applicant for a pawnbroker’s license shall file with the Treasurer a bond to the City in the sum of $1,000, with two or more sufficient sureties, residents of the City, or with a bonding company as surety; conditioned, that the applicant will strictly observe all ordinances of the City relative to pawnbrokers and their regulation, and will pay all fines imposed or incurred on account of failure to strictly comply with the conditions of the City ordinances, and that the applicant will promptly pay all sums imposed or incurred on account of failure to comply, including all fines and all damages to any person resulting by reason of his wrongful purchase or acceptance as pledge any stolen article or property of any minor. 5.16.040 License – Issuance.

Upon application to the Treasurer and payment of the license fee, and posting of bond as required in this chapter, an eligible person shall be entitled to a pawnbroker’s license. (Ord. 430 § 2, 1968)

5.16.050 Daily report.

Each pawnbroker, as a condition of engaging in business under the license, shall, not later than noon of each day, report to the Police Department, in such form as may be required by the Chief of Police, a list of all property purchased or taken in by him as security on the preceding day. (Ord. 430 § 5, 1968)

5.16.060 Register of property.

Each pawnbroker shall keep at his place of business a register in which he shall enter legibly in ink, in the English language, a minute description of all personal property accepted in pledge, or by him received, and set forth the name of the person leaving the article, together with his residence by street and number, and place on the register a very brief description of the individual leaving the property. The register so maintained shall, at all reasonable times and hours, be open to and subject to inspection by any police or municipal officer of the City. (Ord. 430 § 6, 1968)

5.16.070 Violation – Penalty.

Every person violating the provisions of this chapter shall be guilty of a misdemeanor and, upon conviction of such violation, shall be subject to penalty of a fine of not to exceed $200.00. (Ord. 430 § 7, 1968)
