2.40.010 Created – Membership.

A. There is created for the city a city planning commission to consist of five members. The members of the planning commission shall be appointed by the mayor, subject to confirmation by the city council. Three of said members shall reside within the city limits and two may reside within the city’s urban growth area. The Grandview School District may appoint a nonvoting ad hoc member to the commission for liaison and information purposes. When a vacancy on the commission occurs with respect to a member resident within the urban growth area, the mayor may appoint the ad hoc school district appointee as a member to that position.

B. The city clerk shall act as secretary to the planning commission and the appointive department heads of the various departments of the city shall be ex officio members with right to speak but not to vote at meetings of the commission. (Ord. 1710 § 1, 2005; 1964 code § 1.16.010).

2.40.020 Terms of office.

The members of the planning commission shall be appointed for an initial term of office, respectively, of one, two, three, four, and five years each, and upon the expiration of their term of office, their successors shall be appointed or reappointed for a term of five years, and upon the resignation or removal of any such commissioner, his successor shall be appointed for the balance of his unexpired term. 2.40.030 Neglect of duty – Hearing.

Any member of the planning commission who fails to attend two successive meetings of the planning commission shall be presumed to be guilty of neglect of duty pursuant to RCW 35.63.030, and at the next meeting of the council there shall be hearing on said person’s tenancy in office, and the same may be terminated by the mayor at such hearing. 2.40.040 Service without compensation – Provision for expenses.

The members of the planning commission shall serve without compensation. The city shall, however, from time to time as may be necessary, provide by ordinance for the necessary expenditures and expenses of operation for the planning commission. (1964 code § 1.16.030).

2.40.050 Number of annual meetings – Election of officers.

It shall be the duty of the planning commission to hold meetings not less than once a month for not less than nine months during any one calendar year. Within 30 days after their appointment they shall meet, organize and elect a chairman and secretary. (1964 code § 1.16.040).

2.40.060 Duties.

It shall be the duty of the city planning commission to make a study of the physical developments and requirements of the city, to make plans and recommendations for such development and requirements looking toward the orderly growth and convenient use and enjoyment of property in the city and to recommend to the city council, from time to time, the passage of legislation to carry into effect such plans as may be developed by the commission, and it shall be particularly the duty of the commission to study and plan for a comprehensive and satisfactory zoning of the city; provided, that only recommendations approved by a majority of the members of the planning commission in attendance at a particular meeting wherein such recommendations are approved shall be considered by the council; and, provided, that at last three members of the commission must be in actual attendance to constitute a quorum of the planning commission for the purpose of making any of said recommendations or for the purpose of conducting any business of the commission.
