EXPENDITURE OF RESERVES

3.98.010 Procedure.
Whenever the city council has designated a reserve balance in any fund within the city budget for specific capital expenditures or improvements from that fund, no other expenditure from said reserved fund balance shall be made unless approved by a two-thirds majority vote of the city council.
