5.02.010 Definitions.

Unless otherwise provided in this title, the following terms, when used in this title, shall mean:

A. “Business” means all vocations, occupations, professions, and activities which are conducted for private profit, directly or indirectly. “Business” does not include schools, recognized churches, or other not-for-profit organizations which are recognized by the Internal Revenue Service as a nontaxable entity; provided, however, that “business” includes medical marijuana dispensaries, collective gardens and other entities authorized or regulated by Chapter 69.51A RCW, as presently enacted or hereafter amended, regardless of whether said entities or organizations are not-for-profit or otherwise nontaxable.

B. “City” means the city of Grandview, Washington.

C. “Employee” means any and all persons, including managers, entertainers and independent contractors, who work in or at or render any services directly related to the operation of any business.

D. “Entertainer” means any person who provides live entertainment within any business as defined in this chapter whether or not a fee is charged or accepted for entertainment.

E. “Entertainment” means any exhibition or dance of any type, pantomime, modeling or any other performance.

F. “Food and beverage” means its usual and ordinary meaning and shall include edibles and drinks cooked, mixed, prepared, sold, or distributed for consumption.

G. “Home occupation” means any business conducted within a dwelling for which a home occupation permit is required pursuant to GMC Title 17.

H. “License” means a right to operate.

I. “Manager” means any person who manages, directs, administers or is in charge of the affairs and/or conduct of any portion of any activity or business to include activity involving adult entertainment occurring at any adult entertainment premises.

J. “Nonprofit” means not for monetary gain unless for charitable purposes.

K. “Operator” means any person who manages, directs, administers or is in charge of the affairs and/or conduct of any portion of any activity occurring at any business premises, to include activity involving adult entertainment.

L. “Person” means any individual, partnership, joint venture, corporation, company, firm, association or any group of individuals acting as a unit.

M. “Public place” means any area generally visible to public view and includes streets, sidewalks, bridges, alleys, plazas, parks, driveways, parking lots, schools, city or county property or buildings, the interior and exterior area surrounding public buildings, playgrounds, and automobiles, whether moving or not.
