PERMIT APPLICATION PROCEDURES – FEES

15.70.010 Building, plumbing, mechanical, and sign permits.

Any person, firm, or corporation who shall erect, construct, enlarge, alter, repair, move, improve, convert, or demolish any structure, sign, building, plumbing or mechanical work must first obtain a building permit and/or, if required, sign, plumbing, and mechanical permits. Applications for sign, building, mechanical, and plumbing permits will originate from the building department.

A. Work Exempt from Permit. A building permit shall not be required for the following:

1. Oil derricks;

2. Movable cases, counters, and partitions not over five feet, nine inches high;

3. Retaining walls which are not over three feet in height measured from the bottom of the footing to the top of the wall, unless supporting a surcharge or impounding Class I, II, or III-A liquids;

4. Water tanks supported directly upon grade if the capacity does not exceed 5,000 gallons and the ratio of height to diameter or width does not exceed two to one. This subsection does not include swimming pools;

5. Platforms, walks, driveways not more than 30 inches above grade and not over any basement or story below;

6. Painting, papering, and similar finish work;

7. Temporary motion picture, television, and theater stage sets and scenery;

8. Window awnings supported by an exterior wall of Group R, Division 3 occupancy (dwellings and lodging houses) and Group M occupancy (mercantile) when projecting not more than 54 inches;

9. Prefabricated swimming pools accessory to a Group R, Division 3 occupancy (dwelling and lodging houses) in which the pool walls are entirely above the adjacent grade and if the sidewall does not exceed 24 inches in depth;

10. The replacement of windows and doors with windows or doors of the same size. Installing windows and doors of a different size shall require a permit.

To obtain a fence, building, sign, plumbing, or mechanical permit, the applicant shall first file a complete application therefor in writing on the appropriate form furnished by the building department for that purpose with the building department.

B. Each applicant shall:

1. Identify and describe work to be covered by the permit for which application is made;

2. Describe the land on which the proposed work is to be done by a drawing depicting north and indicating distances to property lines and any bordering roads or streets. Also indicate road names and include the tax parcel number;

3. Indicate the use or occupancy for which the proposed work is intended;

4. Be accompanied by two sets of plans and specifications, as required by the codes adopted by the city of Grandview, and other data as required by the building official;

5. Be signed by the applicant or the applicant’s authorized agent;

6. Give such other data and information as may be required by the building official.

C. The building official, after reviewing the application, will determine if further plans, specifications or information are required and will contact the applicant requesting such information. The building official shall route the application to the public works director and other city officials, if necessary, for comment on the portion of the application that they are responsible for. Unless there are unusual circumstances, the public works director and other city officials shall provide their comments within 48 hours each and return the application to the building official.

D. The building official will determine if a SEPA checklist is required and, if so, advise the applicant accordingly. When the SEPA checklist, if required, is received completed by the applicant, together with the correct fee, it shall be submitted to the city administrator for a determination. The determination of nonsignificance (DNS) or determination of significance (DS) form shall be returned to the building official by the city administrator, who shall also cause the DNS or DS to be advertised and mailed as required by law.

E. Upon receipt of all necessary information, and upon being satisfied that the application is in compliance with the relevant codes, the Grandview Municipal Code, and state or federal requirements, the building official shall approve the permit or reject the application and notify the applicant accordingly. If approved, the applicant shall be advised of the amount of the fees due. Upon payment, the permit will be validated.

F. Exemption from requiring a permit does not exempt the person, firm or corporation conducting the work from complying with the International Property Maintenance Code, International Building Code, Residential Code, State Energy Code, Plumbing Code, or International Mechanical Code or any other applicable city codes. 15.70.020 Permit fees.

In addition to the permit fees described in the Building Safety Journal, Uniform Plumbing Code, and Uniform Sign Code, Exhibits A through D, the following fees shall be imposed:

A. Washington State Building Code fee: $4.50. Fee to be imposed on each building permit issued. In addition, a fee of $2.00 per unit for each dwelling unit after the first. Exempt from the fee are manufactured homes, plumbing, electrical, mechanical, and sign permits or permits issued pursuant to the International Fire Code.

B. Permit issuance fee: $20.00. Fee shall be charged once per permit application regardless of the number of permits included in any one permit application, except no permit issuance fee shall be charged for fence permits.

C. Plan review fee for all construction shall be calculated at 65 percent of the permit fee. Plumbing and mechanical permits shall be charged 25 percent of the permit fee when not included in new construction review. Additional plan review fees shall be assessed at $47.00 per hour (minimum charge of one hour). (Ord. 2008-25 § 1; Ord. 2008-3 § 2).

Definitions:

•    Dwelling construction: All single-family dwellings shall be valued at the rate indicated as Type V – Wood Frame in the most current building standards publication.

•    Basements: All basements shall be valued at the same rate per square foot and shall be considered a finished space, unless the space can meet the definition of basement storage.

•    Basement storage: No interior partitions, no finish materials on floor, walls or ceiling; no more than one plumbing fixture and no more than a minimum of lights and electrical receptacles.

*    A performance bond must be submitted at the time of permit issuance. All performance bonds are to be 10 percent of the assessed value of structure being demolished or moved. The bond money is deposited with the city treasurer and after the building inspector has made the final inspection, the bond is refunded to the person who posted it.

Uniform Sign Code – Permit Fees

The fees to be charged in accordance with the code and Chapter III thereof shall be as follows:

Roof signs:

$0.05 per square foot; minimum charge $25.00. In the case of double-faced signs, one side only will be counted in computing area for fee purposes.

Wall signs:

$0.05 per square foot; minimum charge $25.00.

Projecting

signs:

$0.10 per square foot; minimum charge $25.00. In the case of dou-ble-faced signs, one side only will be counted in computing the area for fee purposes.

Marquee

signs:

$0.05 per square foot; minimum charge $25.00. In computing the area of signs composed of cutout letters without background, each letter will be squared and the totals added.

Billboard or

signboard:

$0.05 per square foot; minimum charge $25.00.

Other signs:

$0.05 per square foot; minimum charge $25.00 for all other signs, banners or signboards, greater than two square feet in area, or projecting beyond the property line more than 12 inches.

15.70.025 Investigation fees – Work without a permit.

A. Whenever any work for which a permit is required by this code has been commenced without first obtaining said permit, a special investigation shall be made before a permit may be issued for such work.

B. An investigation fee, in addition to the permit fee, shall be collected whether or not a permit is then or subsequently issued. The investigation fee shall be equal to the amount of the permit fee that would be required by this code if a permit were to be issued. The payment of such investigation fee shall not exempt any person from compliance with all other provisions of this code, nor from any penalty prescribed by law. (Ord. 2008-3 § 2).

15.70.030 Changes to fee schedules.

The permit application process and fee schedule set forth in this chapter may be altered, amended, and changed by resolution of the city council and shall be made available to the public at the office of the city clerk. (Ord. 2008-3 § 2).

15.70.040 Denial of permits.

No permit shall be issued under this title if the applicant is in violation of any city of Grandview codes and such permit shall not be issued until such time as compliance has been corrected, which correction shall be verified by the building inspector. (Ord. 2008-3 § 2).
