10.04.020 Model traffic ordinance.

(A) Adoption by Reference. The “Washington Model Traffic Ordinance,” Chapter 308-330 WAC, as updated last November 30, 2015, except as provided in subsection (B) of this section, is hereby adopted by reference as the traffic ordinance of the city of Granite Falls as if set forth in full.

(B) Sections Not Adopted. The city of Granite Falls does not adopt the following sections of the Washington Model Traffic Ordinance: WAC 308-330-010, 308-330-500, 308-330-505, 308-330-510, 308-330-515, 308-330-520, 308-330-525, 308-330-530, 308-330-535, and 308-330-540. 10.04.030 Limit on duration of on-street parking.

(A) No vehicle shall be parked in one place for more than 72 consecutive hours on any street, alley or public place within the city. Vehicles cited in violation of this code must be moved within 24 hours or are subject to tow at the owner’s expense.

(B) A recreational vehicle may be parked within public right-of-way for a period not to exceed 48 hours and shall not be parked within sight distance triangles.

(C) If after a recreational vehicle has exceeded the 48-hour limit and received notice of violation, the recreational vehicle is re-parked on the same street within 350 feet of the original location, it shall be considered to be parked in the same location within the street and still in violation of the 48-hour parking restriction. The vehicle shall not be returned to the same side of the same block, or within the minimum distance specified above, for a period not less than 24 hours. [Ord. 1069, 2025; Ord. 929 § 2, 2017.]

10.04.040 Parking trucks, trailers or tractor-trailer combinations.

(A) Parking Trucks, Trailers or Tractor-Trailer Combinations.

(1) No person shall stand or park a truck, or truck tractor-trailer combination which has a manufacturer’s gross vehicle weight in excess of 16,000 pounds, a length in excess of 20 feet or a width in excess of eight feet upon any portion of a street or alley within any residential zone as defined in the city’s zoning code and zoning map except when:

(a) Property is actively loaded or unloaded from such vehicle; or

(b) The vehicle is a city vehicle or public utility vehicle providing a service for the public; or

(c) The vehicle is an emergency vehicle; or

(d) Such vehicle is currently used at and is located at a specific location within a residential zone for the purpose of assisting in the providing of services such as construction, carpentry, plumbing or landscaping to such residence or location.

For the purposes of this chapter, “actively loading or unloading” means the process of transferring property, goods, materials, or passengers to or from a vehicle in a continuous and expeditious manner. A vehicle shall be considered to be actively loading or unloading only while such activity is visibly in progress and shall not exceed 30 minutes, unless continuous loading or unloading activity is clearly occurring beyond that time. Extended on-site construction activities may be required to obtain a permit from the community development department.

Vehicles parked, stopped, or standing without active loading or unloading, or exceeding the time limit stated above, are subject to citation, fines, and/or towing at the owner’s expense in accordance with GFMC 10.72.120.

(2) No vehicle in excess of 16,000 pounds shall be parked on any street or roadway in such a manner that the vehicle faces against the direction of authorized traffic movement on that side of the street. [Ord. 1069, 2025.]
