PERSONNEL REGULATIONS

2.24.010 Social Security System.

A.    This municipality shall become a participant in the Social Security System and the benefit of old age and survivors’ insurance shall be extended to its employees and officers.

B.    The mayor and city clerk-treasurer are authorized to execute and deliver to the Washington Department of Employment Security for its approval the plan or plans required under the provisions of Section 5 of the enabling act and the Social Security Act to extend coverage to the employees and officers of this municipality and to do all other things necessary to that end.

C.    The proper fiscal officers are authorized to make all required payments into the contribution fund established by the enabling act and to establish such system of payroll deductions from the salaries of employees and officers as may be necessary to their coverage under the old age and survivors’ insurance system. 2.24.020 Washington Public Employees Retirement System.

The city authorizes and approves membership and participation in the Public Employees Retirement System as stated in RCW Chapter 41.40. (Ord. 618 § 3 (part), 1998: Ord. 271 § 1, 1957)

2.24.030 Civil Service System adopted for police department.

A.    The Civil Service System set forth in Chapter 41.12 of the Revised Code of Washington, is adopted for the police department of the city, and all employees therein and all appointments, advancements, demotions, removals, suspensions, discharges or control thereof, and of the members thereof shall be governed by the Civil Service Rules.

B.    There is created for the administration of such Civil Service System for the police department a civil service commission composed of three members, who shall be appointed by the mayor of the city. The term of office of such civil service commission shall be six years, except that the first three members of such commission shall be appointed for different terms as follows: one to serve for a period of two years, one to serve for a period of four years, and one to serve for a period of six years. In the event any civil service commissioner shall resign, become disqualified or be removed for cause, another commissioner shall be appointed to take his or her place for the unexpired portion of the term.

C.    This section is adopted pursuant to Chapter 41.12 of the Revised Code of Washington, and all the provisions of the chapter are by reference incorporated in this section and made a part hereof. (Ord. 383 §§ 1—3, 1974)
