12.09.010 Title—Board established.

There is established for the city of Ilwaco a citizen’s advisory board to be known as the Ilwaco tree board. (Ord. 689 (part), 2004)

12.09.020 Membership.

The city tree board shall be composed of five voting members, at least three of which shall be residents of the city of Ilwaco. The Public Works Supervisor, the city clerk-treasurer and a city council member, or their designees, shall serve as additional nonvoting ex-officio members of the board. Members shall be appointed by the mayor with confirmation from the city council. Members shall show an interest in accomplishing the purposes of the board. Members may include people with expertise in arboriculture, local businesspersons, utility representatives and residents.

The board may elect officers, as it deems necessary in order to conduct its business and adopt rules of procedure, as it deems necessary. (Ord. 689 (part), 2004)

12.09.030 Appointments—Terms of office.

The initial appointment shall be three members to one-year terms, one member to a two-year term, and one member to a three-year term. Each appointment thereafter shall serve a three-year term. In the event of a vacancy of any position, the mayor shall appoint a successor for the unexpired portion of the term with confirmation by the city council. Members may be removed by the mayor, subject to approval by the city council, for inefficiency or neglect of duty. (Ord. 689 (part), 2004)

12.09.040 Compensation.

No member of the board shall receive compensation for services performed.

12.09.050 Purpose—Duties of the board.

In order to ensure the valued natural resource of public trees and other vegetation is maintained in a manner that ensures its viability for future generations, the Ilwaco tree board will act as an advisory board.

The tree board shall be responsible to the city council for its duties and actions. The tree board shall acquire authorization from the city council prior to undertaking any project. The purpose of the board shall be promoting the responsible planting of trees on public property, public education about trees, promotion of proper maintenance of trees, advocating trees within the city, and developing innovative and joint funding for projects from a variety of sources. 12.09.060 Meetings.

The board shall have at least one regular meeting per month on such day of the month and at such time as may be determined by the board. Special meetings may be held as often as the board deems necessary.

For purposes of conducting the board’s business, a quorum of the board shall consist of three or more voting members. Any action taken by a majority of those present, when those present constitute a quorum at any regular or special meeting of the board, shall be deemed and taken as the action and decision of the board. 12.09.070 Severability.

If any section, sentence, clause or phrase of the ordinance codified in this chapter should be held to be invalid or unconstitutional by a court of competent jurisdiction, such invalidity or unconstitutionally shall not affect the validity or constitutionality of any other section, sentence, clause or phrase of the ordinance codified in this chapter.
