STATE BUILDING CODES ADOPTED

15.01.010 Codes adopted.

(A) Pursuant to RCW 19.27.031, the following codes of technical regulations are adopted by this reference as if fully set forth, subject to the modifications or amendments set forth in this chapter:

(1) The 2015 Edition of the International Building Code, as published by the International Code Council (ICC), together with the state amendments set forth in Chapter 51-50 WAC, and all future enactments and amendments by the state of Washington;

(2) The 2015 Edition of the International Residential Code, as published by the ICC, together with the state amendments set forth in Chapter 51-51 WAC, and all future enactments and amendments by the state of Washington pursuant to RCW 19.27.031;

(3) The 2015 Edition of the International Mechanical Code, as published by the ICC, together with the state amendments as set forth in Chapter 51-52 WAC and all future enactments and amendments by the state of Washington pursuant to RCW 19.27.031;

(4) The 2015 Edition of the International Fire Code, as published by the ICC, together with the state amendments as set forth in Chapter 51-54A WAC, and all future enactments and amendments by the state of Washington pursuant to RCW 19.27.031;

(5) The 2015 Edition of the Uniform Plumbing Code and Standards, as published by the International Association of Plumbing and Mechanical Officials, together with the state amendments set forth in Chapters 51-56 and 51-57 WAC, and all future enactments and amendments by the state of Washington pursuant to RCW 19.27.031;

(6) The latest edition of the National Electrical Code as adopted by the Washington State Department of Labor and Industries pursuant to Chapter 19.28 RCW;

(7) The 2015 Edition of the International Energy Conservation Code, as amended by Chapter 51-11R WAC, and all future enactments and amendments by the state of Washington pursuant to RCW 19.27.031;

(8) The Washington State Energy-Related Building Standards, Chapter 19.27A RCW;

(9) The 2015 Edition of the International Existing Building Code, as published by the ICC, together with state amendments set forth in Chapter 51-50 WAC and all future enactments and amendments by the state of Washington pursuant to RCW 19.27.031, and together with Appendix A – Guidelines for the Seismic Retrofit of Existing Buildings;

(10) The 2015 Edition of the International Fuel Gas Code, as published by the ICC, together with state amendments set forth in Chapter 51-52 WAC and all future enactments and amendments by the state of Washington pursuant to RCW 19.27.031; and

(11) The 2015 Edition of the International Property Maintenance Code.

(B) In the case of a conflict between the codes adopted by subsection (A) of this section, the provisions of RCW 19.27.031 addressing conflicts shall apply, and following that hierarchy, the more stringent (greater protection) code adopted shall govern. In case of conflicts between the codes adopted by the town and those adopted by the State Building Code Council, the codes and regulations adopted by the State Building Code Council shall govern.

(C) In all codes adopted in subsection (A) of this section, the name of the jurisdiction shall be replaced with the “Town of Index,” and all references to the “board of appeals” shall be replaced with the “town council.” The mayor shall have the authority to appoint all other officials referenced in the codes that have not already been designated by town ordinance.
