2.76.010 Creation—Purpose.

There is created a Kelso Highlander Festival commission. The objective and purpose of the commission shall be to organize and promote the Annual Highlander Festival and Holiday Celebration as approved by the city council. The commission shall assist in the activities related to the observation of the Washington State Centennial Celebration. (Ord. 2977 § 1, 1985)

2.76.020 Membership.

A. Qualifications. The selection of the Highlander Festival commissioners shall be made from individuals who have an interest in organizing and promoting festive events. City residency is preferred, but not required.

B. Number of Members—Terms.

1. The Kelso Highlander Festival commission shall consist of seven members each of whom shall be appointed for a term of four years. Original terms shall be:

a. Two for terms to expire December 31, 1986;

b. Two for terms to expire December 31, 1987;

c. Two for terms to expire December 31, 1988; and

d. One for a term to expire December 31, 1989.

2. Subsequent terms shall be for four years. Terms shall expire the 31st day of December of each year or until a successor is appointed and qualified.

C. Appointment. Members of the Kelso Highlander Festival commission shall be appointed by the mayor, subject to confirmation by the city council. Members shall be selected without respect to political affiliations and shall serve without compensation.

D. Removal. Members of the commission may be removed by the mayor, with concurrence of the city council, for neglect of duty, conflict of interest, malfeasance in office, or other just cause, or for unexcused absence from more than three consecutive regular meetings. The decision of the city council shall be final and there shall be no appeal therefrom. Members finding themselves unable to attend regular meetings are expected to tender their resignations.

E. Vacancies. Vacancies occurring other than through the expiration of terms shall be filled for the unexpired terms in the same manner as appointments set out in this chapter. (Ord. 2977 § 2, 1985)

2.76.030 Meetings—Rules.

A. The Kelso Highlander Festival commission shall organize and elect from its members a chair, who shall preside at all meetings of the commission, a vice-chair, secretary and a treasurer. A majority of the commission shall constitute a quorum for the transaction of business, and a majority vote of those present shall be necessary to carry any proposition.

B. The commission shall determine a regular meeting schedule (time, place and frequency), as necessary. All regular meetings shall be open to the public.

C. The commission shall adopt such rules and regulations as are necessary for the conduct of its business and shall keep a written record of its proceedings which shall be a public record. (Ord. 2977 § 3, 1985)

2.76.040 Staff support.

Administrative staff support shall be provided by the city manager. (Ord. 2977 § 4, 1985)

2.76.050 Fund created.

There is created a Highlander Festival fund into which all income generated through activities of the commission shall be deposited. (Ord. 2977 § 5, 1985)

2.76.060 Funding of activities.

Funding necessary to carry out the purposes of the commission shall initially be provided by the city council through its annual budget process or as set by special appropriation. No later than October 1st of each calendar year the commission shall submit a budget proposal to the city manager for consideration by the city council in determining the commissions annual budget for the ensuing year. It shall be the objective of the commission to generate capital funds from festival activities and other sources in order that the ongoing activities of the commission might become self-sustaining in the future. All income and expenditures of the festival shall be accounted for by the clerk-treasurer and shall constitute funds of the city. (Ord. 2977 § 6, 1985)
