12.04.010 Established.

A. Original Datum Plane and Primal Benchmark Established. The official city base, or plane of reference for elevation in the city, is fixed at the point of mean low tide in the Pacific Ocean, as ascertained and used by the Northern Pacific Railway Company and commonly known as railway datum. The cross-cut in the top of the brass bolt set in the top of the concrete monument at the northeast corner of Third and Academy streets is declared to be the primal bench mark of the city, and the elevation thereof is fifty-three and thirty-nine hundredths feet above city base.

B. New Datum Plane Established. The North American Datum of 1983 (1991 adjustment) [(NAD83/91)] and the North American Vertical Datum of 1988 (NAVD88) are adopted as the new official horizontal and vertical datums, respectively, of the city of Kelso; said datums being defined by a series of stable, monumented points and reference stations established and maintained by the United States National Geodetic Survey.
