1.10.010 Local voters’ pamphlet authorized.

The Kitsap County auditor is given authority to publish and distribute a local voters’ pamphlet.

1.10.020 Contents.

Appearing on the cover shall be the words “Official Local Voters’ Pamphlet,” with the name of Kitsap County as the jurisdiction producing the pamphlet, the jurisdictions that have measures or candidates in the pamphlet, and the date of the election. Information on how a person may register to vote and obtain an absentee ballot shall be included in the pamphlet.

1.10.030 Notification by auditor.

Within five days of the adoption of the ordinance codified in this chapter, the county auditor shall notify each city, town or special taxing district located wholly within Kitsap County of its adoption and that a local voters’ pamphlet may be published. The legislative authority for each city, town or district may determine whether or not it will include any information from its jurisdiction in the Kitsap County voters’ pamphlet. If any district chooses to participate it shall include information on all measures from that jurisdiction; it may include information on candidates. The pamphlet shall provide information on all measures within the participating jurisdictions of Kitsap County.

1.10.040 Explanatory statement for each measure.

The text of each measure shall be accompanied by an explanatory statement prepared by the prosecuting attorney for any county measure or by the attorney for the jurisdiction submitting the measure if other than a county measure. All explanatory statements for city, town, or district measures not approved by the attorney for the jurisdiction submitting the measure shall be reviewed and approved by the county prosecuting attorney or city attorney, when applicable, before inclusion in the pamphlet.

1.10.050 County measures.

For county measures, the board of county commissioners shall appoint a committee of three members to prepare arguments advocating voters’ approval of the measure and a committee of three members to prepare arguments advocating voters’ rejection of the measure. For each measure from a jurisdiction electing to be included in the Kitsap County voters’ pamphlet, that legislative authority shall formally appoint a committee to prepare arguments advocating voters’ approval of the measure and shall formally appoint a committee to prepare arguments advocating voters’ rejection of the measure. Each committee shall consist of not more than three members; however, a committee may seek the advice of any person or persons.

1.10.060 Appointing committee members.

In appointing committee members, the appointing authority shall appoint persons known to favor the measure to serve on the committee advocating approval and shall, whenever possible, appoint persons known to oppose the measure to serve on the committee advocating rejection.

1.10.070 Candidates’ statements and photographs.

The Kitsap County voters’ pamphlet shall include candidates’ statements and candidates’ photographs for county candidates and may include candidates’ statements and candidates’ photographs for each participating city, town or special taxing district if so determined by such jurisdiction’s legislative authority.

1.10.080 Administrative rules.

The county auditor, upon receipt of the ordinance codified in this chapter and after consultation with participating jurisdictions, shall adopt and publish administrative rules necessary to facilitate the provisions of this chapter authorizing the production of a local voters’ pamphlet.

1.10.090 Production costs.

The costs of producing the local voters’ pamphlet shall be apportioned to the various jurisdictions which choose to include material in the pamphlet, in accordance with RCW 29.13.045.
