15.04.005 Conflict.

In case of conflict between the codes adopted in this chapter, the provisions of RCW 19.27.031 shall govern. (Ord. 910 § 5, 2004)

15.04.010 Relationship to comprehensive plan and Growth Management Act.

This chapter and Chapter 15.06 LFPMC are enacted to be consistent with and implement the comprehensive plan in accordance with Chapter 36.70A RCW. (Ord. 1064 § 1, 2013; Ord. 910 § 2, 2004)

15.04.015 Building code adopted.

A. The city of Lake Forest Park, pursuant to state law (Chapters 19.27 and 19.27A RCW) adopts as its building code the Washington State Building Code, as modified by Chapters 15.06 and 15.10 LFPMC, as follows:

1. The 2018 Edition of the International Building Code (“IBC”), as adopted and amended by the State Building Code Council in Chapter 51-50 WAC.

2. The 2018 Edition of the International Residential Code (“IRC”), as adopted by the State Building Code Council in Chapter 51-51 WAC, as published by the International Code Council.

3. The 2018 Edition of the International Mechanical Code (“IMC”), as adopted by the State Building Code Council in Chapter 51-52 WAC.

4. The 2018 Edition of the International Fire Code (“IFC”), as adopted by the State Building Code Council in Chapter 51-54A WAC, along with Appendix B thereto (Fire Flow).

5. The 2018 Edition of the Uniform Plumbing Code (“UPC”), as adopted by the State Building Code Council in Chapter 51-56 WAC, excluding Chapter 1, “Administration.”

6. The 2018 Edition of the National Fuel Gas Code (NFPA 54), as adopted by the State Building Code Council in Chapter 51-52 WAC.

7. The 2018 Edition of the International Fuel Gas Code, as adopted by the State Building Code Council in Chapter 51-52 WAC.

8. The 2018 Edition of the International Existing Building Code, together with amendments and/or additions thereto, as adopted by the State Building Code Council in Chapter 51-50 WAC.

9. The 2020 Edition of the National Electrical Code as adopted by the Department of Labor and Industries in Chapter 296-46B WAC and Chapter 19.28 RCW.

10. The 2018 Edition of the International Energy Conservation Code, Commercial and Residential, as adopted by the State Building Code Council in Chapters 51-11C and 51-11R WAC.

11. All current and future amendments, supplements, modifications, exclusions, exemptions and additions to the codes identified in subsections (A)(1) through (8) and (11) and (12) of this section adopted by the Washington State Building Code Council and published in WAC Title 51, including, but not by way of limitation, Chapters 51-11, 51-50, 51-51, 51-52, 51-54A, and 51-56 WAC.

12. All appendices to any code referenced above and adopted by the Washington State Building Code Council as published in WAC Title 51 are hereby adopted, unless specifically excluded above.

B. The city shall at all times keep on file with the city clerk, for reference by the general public, a copy of the foregoing codes, as they may be amended from time to time. The copies of codes on file may be placed by the city clerk in the custody of the office of the building inspector in order to make them more readily available to inspection and use by the general public. 15.04.018 Purpose.

Chapter 15.06 LFPMC provides for and promotes the health, safety and welfare of the general public. (Ord. 1064 § 3, 2013; Ord. 910 § 2, 2004)

15.04.020 Interpretation.

Whenever the following words appear in the codes adopted by reference in this title, they are to be interpreted as follows:

“Administrative authority” as “building inspector”;

“Corporation counsel” as “city attorney or designee”;

“Local zoning code” as the “city of Lake Forest Park zoning code, LFPMC Title 18”;

“Municipality” and “the jurisdiction” as “the city of Lake Forest Park.” (Ord. 910 § 2, 2004)

15.04.025 Penalty for violation.

A. In addition to the administrative remedies provided for in this title, any person who violates any provision of Chapter 15.06 LFPMC shall be guilty of a misdemeanor. Each day that a violation is found to exist shall be deemed a separate offense.

B. A second or subsequent conviction under Chapter 15.06 LFPMC shall be a gross misdemeanor. (Ord. 1064 § 4, 2013; Ord. 910 § 2, 2004)
