2.20.010 Department Acknowledged and Ratified.

The past, present and future existence of the Administration Department is acknowledged and ratified.

2.20.020 Responsibilities.

The Administration Department is primarily responsible for the day to day, as well as long term, management of the City under the direction of the City Administrator as well as other activities as the Mayor or City Administrator may determine appropriate.

2.20.030 Position Appointments.

A.    The City Administrator, pursuant to the executive authority provided by the Mayor, shall have the authority, and may further delegate such authority, to appoint and remove other Administration Department Staff, including but not limited to the appointment of a City Clerk or City Clerk/Administrative Assistant. The position of City Clerk shall also be eligible to serve concurrently with the position of City Treasurer.

B.    The City Clerk or City Clerk/Administrative Assistant shall have all of the powers and perform each and all of the duties specified in RCW Title 35A for city clerks, together with any other duties or authority which may be conferred upon such office by the laws of the State of Washington or the ordinances of the City, as now or hereinafter amended.

C.    The City Clerk or City Clerk/Administrative Assistant shall act as custodian of the seal of the City of Lake Stevens, and exercise the authority to acknowledge the execution of all instruments by the City requiring such acknowledgment. The major duties, responsibilities, and qualifications of the City Clerk or City Clerk/Administrative Assistant shall be those described in his/her position description.

2.20.040 Compensation for Appointments.

The City Clerk or City Clerk/Administrative Assistant and other department staff shall receive such salary and in such amounts as the Council may, from time to time, establish by the City’s annual or biennial budget ordinance.
