2.19.010 Finance department and director created.

There is created an administrative department of the city to be known as the finance department. The finance department shall be under the supervision of the finance director, to be appointed by the mayor subject to city council confirmation, as provided in Chapter 2.12. (Ord. 1103 § 1, 2022)

2.19.020 Finance director duties.

The finance director shall be the chief financial officer of the city. In all cases where the fiscal affairs of the city are not otherwise charged by the laws of the state to another department or office, the finance director shall be responsible for all financial operations of the city including control and supervision over fiscal affairs and shall act to promote, secure, and preserve the financial interests of the city. The finance director shall:

A.    Serve as the chief financial and accounting advisor to the mayor and city council and shall advise them of the plans, functions, and needs of the finance department;

B.    Be responsible for all financial budgeting, purchasing, investing, and accounting matters of the finance department, and for the administration of all finance department matters;

C.    Exercise control and supervision over the city’s general accounting system for city government and each of its offices, including those of the city utilities, and with the consent of the mayor, shall have supervision over the employees performing these activities;

D.    See that all officers and employees receiving city moneys shall properly receipt for same and deposit the moneys with the city treasurer as required by law;

E.    Ensure transparency to the public in planning, managing, and coordinating financial activity within the city, including preparation of reports showing the status of financial operations as they pertain to the city’s budget at least quarterly;

F.    Audit and approve, subject to final approval by the city council, before payment, all bills, invoices, payrolls and other evidences of claims, demands, or charges against the city government;

G.    Inspect and audit any accounts and records of financial transactions which may be maintained in any office, department, or agency of the city apart from, or subsidiary to, the accounts kept in the finance office;

H.    Establish rules and regulations for all purchasing of the city not covered by statute or ordinance;

I.    Sign all purchase orders and contracts and cause the resulting billing obligations to be recorded at once as an encumbrance of the funds and appropriations effected except that no purchase order or contract shall be signed or released for which funds are not appropriated or available in the budget;

J.    Establish rules, regulations, and forms for making minor purchases by departments;

K.    Ensure compliance with all financial report filing obligations with governmental and nongovernmental entities; and

L.    Assume all duties of a city treasurer as prescribed by RCW Titles 35 and 35A. (Ord. 1103 § 1, 2022)

2.19.030 Compensation.

The compensation for the office of the finance director shall be as fixed by the city council annually at the time that the budget is adopted. (Ord. 1103 § 1, 2022)

2.19.040 Combined offices.

In the event the office of finance director is combined with any other appointive position in the city where the same is authorized by statute, compensation for such combined offices shall be as fixed by the city council and shall not necessarily be the total of the compensation fixed for each office individually. 2.19.050 Conflict of laws.

To the extent that any conflict exists between the duties and functions of the finance director under this chapter and the duties and functions of the city clerk-treasurer under Chapter 2.16, this chapter shall control. (Ord. 1103 § 1, 2022)
