3.56.020 Municipal capital improvements fund.

A. A special purpose fund for the city is established and entitled the Langley municipal capital improvements fund.

B. The funds in the Langley municipal capital improvements fund may be used only for local improvements, including, without limitation, those listed in RCW 35.43.040, together with amendments thereof. (Ord. 375, 1982)

3.56.030 Current expense fund.

A. The parks department of the city is established and placed under the Langley current expense fund.

B. All costs and expenses incurred by the city between June 30, 1982, and the effective date of the ordinance codified in this section which have been charged to the harbor and dock fund, with the exception of any cost or expense directly related to the Langley small boat harbor litigation (Langley v. Parametrix, Inc., et al.), shall be segregated from the harbor and dock fund and charged to the parks department fund as established in this section. (Ord. 383, 1982)

3.56.040 Tourism fund.

The budget is amended to create a new fund entitled “tourism fund,” and further, to show anticipated revenue in the amount of $750.00 and to reflect expenditures in the same amount. (Ord. 445, 1984)

3.56.050 Parks and open space maintenance and enhancement fund.

There is created a “parks and open space maintenance and enhancement fund” in the “capital reserve fund” which shall be devoted to the upkeep and improvement of existing parks and open space lands. Appropriate expenditures of this fund include but are not limited to the acquisition and installation of new signage, play structures, trash cans, benches, vegetation, the creation of trails, and the maintenance of existing parks and open spaces. Pursuant to Chapter 2.57, the parks and open space commission may be requested to provide recommendations regarding fund expenditures to the council. Expenditures from this fund shall require approval by the city council. (Ord. 943, 2010)

3.56.060 Land acquisition fund.

There is created a “land acquisition fund” in the “capital reserve fund” which shall be devoted to land conservation efforts including but not limited to the acquisition of fee simple ownership or conservation easements for new parks and open space lands. Pursuant to Chapter 2.57, the parks and open space commission may be requested to provide recommendations regarding fund expenditures to the council. Expenditures from this fund shall require approval by the city council. (Ord. 943, 2010)
