A. Program Established. There is hereby established a benefits program for regular part-time positions with the city.

B. Definitions. Part-time positions of employment with the city include the following:

1. “Regular part-time position” means a position that has been designated as “regular part-time” in the annual budget and/or subsequent ordinance and in which the employee works a minimum of 20 hours or more but less than 40 hours of work per week throughout a calendar year.

2. “Part-time employee” means a person who works less than 20 hours per week throughout a calendar year.

3. “Seasonal/temporary employee” means a person who is employed to fill a temporary, emergency, project-specific or short-term need during a calendar year.

C. Regular Part-Time Benefits Program Policy. The benefits program policy for regular part-time employees is set forth in LMC 2.49.060. The administration is authorized to develop guidelines for implementation of this policy. Part-time employees and seasonal/temporary employees are not eligible to receive benefits under this program.

2.49.060 Nonrepresented regular part-time benefits program table.

A. Regular part-time employees receive the following:

1. Medical benefits to include medical, dental, and vision coverage for themselves and their eligible dependents on the same terms and conditions as nonrepresented full-time employees;

2. Prorated leave benefits;

3. Employee assistance program;

4. PERS.

B. Regular part-time employees do not receive life insurance or long-term disability insurance, which are currently provided to full-time employees.

C. Regular part-time employees may waive their coverage if they so choose.

D. Vacation, sick leave, and holiday benefits are provided on a pro-rata basis. Hours are figured strictly as a percentage of full-time employment. For example, 20-hour employees would receive one-half day (or four hours) of vacation as opposed to a full day (or eight hours) of vacation for a full-time employee. Leave accrual will be based on the same years of service as defined for full-time employees. Actual leave accrual will begin on the effective date of this policy and will not be retroactive prior to that time. The following table illustrates how leave will be calculated:
