7.20.010 Lake Wilderness Lodge fee policy.

Rental fees shall be established per the following fee formula:

A. Fully subsidized “no-fee” rentals that have a broad community benefit to a large portion of the population such as Holiday Lights, Town Hall Meetings, Maple Valley Days Arts Festival and City-sponsored meetings and trainings;

B. Mostly subsidized, City staffing costs recovered, “fee-waived” rentals granted to specific community groups that provide services to the residents of Maple Valley;

C. Partially subsidized, producing recreation program revenue, “partial-fee” rentals for classes and programs that have individual benefit to a small portion of the population such as karate, yoga and art classes;

D. Non-subsidized “full-fee” rentals that have an individual benefit to a small portion of the population such as weddings/receptions, private meetings and retreats. (Ord. O-11-484 § 1; Ord. O-10-428 § 1 (Exh. 1); Ord. O-09-402 § 1 (Exh. 1); Ord. O-08-375 § 1 (Exh. 1); Ord. O-07-352 § 3).

7.20.020 Authority to set fees.

The Parks and Recreation Director shall have authority to establish fees for the Lake Wilderness Lodge as outlined in the fee formula in MVMC 7.20.010. (Ord. O-11-484 § 1).

7.20.030 Fee review and modification.

The City staff shall periodically review operational costs and recommend to the City Council appropriate amendments to the fee policy for reserved use of Lake Wilderness Lodge. (Ord. O-11-484 § 1; Ord. O-10-428 § 1 (Exh. 1); Ord. O-09-402 § 1 (Exh. 1); Ord. O-07-352 § 3. Formerly 7.20.020).

7.20.040 Rate discount discretion.

The Manager of the Lodge, upon consideration of specific requests for use of the Lodge or when bidding for contracts, shall have discretion to discount rates as follows:

A. Discounts and rate packaging with respect to requests for multiple-day, multiple-room or recurring reservations.

B. Discounts of up to 25 percent for events scheduled less than 30 days prior to the reservation.

C. Discounts of up to 25 percent with respect to sales and marketing opportunities. (Ord. O-11-484 § 1; Ord. O-10-428 § 1 (Exh. 1); Ord. O-09-402 § 1 (Exh. 1); Ord. O-07-352 § 3. Formerly 7.20.030).

7.20.050 Alcohol requirements.

It is unlawful to possess or consume alcoholic beverages in the Lake Wilderness Lodge, including a 60-foot radius from the south and east of the Lodge building, except when in conjunction with the rental of the Lodge. Lodge rentals requesting the use or consumption of alcohol shall be processed through the Parks Department through the submission of a Facility Rental Application and shall require the purchase of a Banquet Permit from the Washington State Liquor and Cannabis Board and event insurance, as well as the execution of a hold harmless/indemnification agreement. Use or consumption of alcohol at Lake Wilderness Park not in conjunction with the rental of the Lodge shall be governed by MVMC 7.05.040. (Ord. O-19-663 § 2; Ord. O-11-484 § 1; Ord. 7.20.060 Special charges.

A. Charges associated with cleaning, additional staffing, and special setup will be clearly delineated on rental agreements and shall not exceed $25.00 per hour per staff member.

B. Charges associated with required City-secured event insurance shall be clearly delineated on rental agreements and shall not exceed the City’s actual cost for said insurance.

C. The Manager of the Lodge, upon consideration for specific requests for high risk rentals of the Lodge, shall have the discretion to require security to be provided by an off-duty City of Maple Valley or King County police officer(s). All costs for security personnel must be paid by the renter to the City, prior to the event date.

D. Renters staying over their contractual event time shall be subject to overtime time charges at double the hourly rate with additional staffing charges, if applicable. (Ord. O-11-484 § 1; Ord. O-10-428 § 1 (Exh. 1); Ord. O-09-402 § 1 (Exh. 1); Ord. O-07-352 § 3. Formerly 7.20.050).
