2.04.010 City council meetings.

The regular meeting of the Mattawa city council will be held on the first and third Thursday of every month commencing at five-thirty p.m.

2.04.020 Special meetings.

Special meetings of the city council may be held at any time provided that the appropriate procedures are followed.

2.04.030 Council rules.

A. The council has the statutory power to organize and regulate its internal affairs and shall determine its rules of proceedings. Pursuant to this authority, the council will adopt its rules of proceedings by motion. Violation of the rules of proceedings shall constitute disorderly conduct by such member.

B. RCW 35.23.270, as now enacted or hereafter amended, is adopted by reference.

2.04.040 Youth liaison position.

A. Creation of Youth Liaison Position. The city council hereby creates a youth liaison position to be filled by a student elected from the Wahluke School District.

B. Purpose of the Youth Liaison Position. The youth liaison position shall be advisory to the city council and shall be given the opportunity to offer advice on any issue properly before the council. The agenda for council meetings shall provide a regular opportunity for comments from the youth liaison concerning activities and events at the high school of interest to the city council.

C. Requirements of Youth Liaison Position. The youth liaison shall be provided an agenda and supporting materials for each council meeting and workshop so that he/she may be informed of upcoming issues for discussion and decision by the council. The youth liaison shall attend each evening council meeting except for those meetings devoted solely to an executive session. The youth liaison is encouraged to keep his/her student body association apprised of issues of interest to the community youth so as to obtain broad-based opinions on issues to be shared with the council. The youth liaison must be willing to convey student opinion to the council and report council deliberations and action to the student body as needed. The youth liaison shall be seated at council table and shall not be allowed to cast an advisory vote on issues before the council. Youth liaison must review the council packet prior to all council meetings and participate in discussion when applicable.

D. Appointment of Council Mentor. Council shall appoint two council members to serve as advisors/mentors to the youth liaison. The council members will rotate every three months. Council mentors must meet with the youth liaison to assess the experience and plan for future activities, and to assist the youth liaison in preparing for reports to council.

E. Term of Office. The youth liaison term will be for one school year. A youth liaison may be appointed for a maximum of two terms.

F. Application Process. Student will submit a complete application on youth liaison position. Student must obtain signatures from parents, high school principal and mayor. Council will review applications and make a selection.

G. Removal. The student liaison will serve at the discretion of the council. Council may remove a student liaison for failure to fulfill his or her duties, for failure to maintain academic standards, or for behaviors that council deems unacceptable as a member of the council.
