2.40.010 Civil service system.

A.    Pursuant to the authority conferred upon the city of Mattawa by RCW 41.12.010, there is created and there shall exist a civil service system, which will have rules and/or regulations which substantially accomplish the purposes of state law concerning among other things but not limited to the selection, appointment and employment of individuals in the police department of the city of Mattawa, and specifically excepting police reserves, noncommissioned positions in the police department including but not limited to secretaries, clerks, dispatchers and utility officers, and further specifically excepting the position of police chief, which is excluded by the statutory authority contained in RCW 41.12.050.

B.    The mayor shall have the duty of establishing administrative requirements, required knowledge, skills, and abilities, and distinguishing features of work for the exempt position of the Mattawa police chief.

C.    The mayor shall designate a member of the paid staff of the city as the secretary chief examiner of the commission and any person designated shall serve without additional compensation above the compensation provided for the position held with the city.

2.40.020 Civil service commission—Appointment—Compensation.

The civil service commission shall be composed of three eligible members who shall be appointed by the mayor and who shall serve without compensation. No person shall be appointed a member of such commission who is not a citizen of the United States, a resident of the city of Mattawa for at least three years immediately preceding such appointment, and an elector of the county wherein he resides. All members of the civil service commission shall reside within the corporate limits of the city of Mattawa.

2.40.030 Civil service commissioner—Term.

The term of the civil service commission’s commissioners shall be six years. At the time of the appointments of the first civil service commissioners, the mayor shall appoint one to a six-year term, one to a four-year term and one to a two-year term. At the end of all those terms, the successor commissioners shall be appointed for terms of six years.

2.40.040 Civil service commission—Powers and duties.

The civil service commission, upon appointment, qualification and organization, shall hold meetings, adopt rules and regulations, perform duties and exercise powers in compliance with this chapter for covered commissioned police officers and specifically excepting police reserves, all noncommissioned positions including, but not limited to, secretaries, clerks, dispatchers and utility officers, and further specifically excepting the position of police chief.

2.40.050 Chapter 41.12 RCW—Variances.

The civil service shall be aware of Chapter 41.12 RCW in its decisions, but it shall have the power to make variances in the procedures and time limits set forth in state law to accomplish specific local purposes.
