CLAIMS AGAINST THE TOWN

3.16.010 Voucher—Required.

All claims against the town, by officers of the town or by individuals, partnerships and corporations under contract shall be presented to the council by means of a voucher set forth in this chapter and if approved by the council, said claim will be paid by a warrant drawn by the mayor and countersigned by the clerk.

3.16.020 Voucher—Warrant drawn upon submission.

No warrant shall be drawn as to any officer, individual, partnership, or corporation except upon submission of a voucher, which shall be supplied upon request by the clerk-treasurer of the town. Said voucher shall set forth the nature of the claim of right to payment and as to an individual, partnership, or corporation on a contract for hire or for supplies or materials or combination thereof and the dates of furnishing material or performing work, shall be specifically set forth.

3.16.030 Voucher—Required for payment of money or expenses.

No payment of money or salary or expenses shall be made to a town employee unless said town employee turns in to the clerk-treasurer a voucher for amounts due within three months of the date on which the sum due the said employee became due. For the purpose of this chapter, the amounts due each employee shall come due on the fifteenth day and the last day of each month regardless of whether the salary of the employee is set up on an hourly, daily, monthly or yearly basis.

3.16.040 Mayor and clerk authorized to issue warrants.

The mayor and clerk are authorized to make out and send out warrants prior to authorization by the town council if the billing being paid is due prior to the next meeting, and the clerk receives individual approval from a majority of the council.
