4.26.010 Park and recreation board established.

There is hereby established a park and recreation board for the city of Mill Creek, which shall consist of such members and perform such functions as set forth below. (Ord. 2017-817 § 1; Ord. 2006-640 § 8. Formerly 2.36.010)

4.26.020 Composition of the board.

The board shall consist of seven members selected by and at the discretion of the Mill Creek city council and shall meet the following minimum qualifications:

A. Each board member shall be a resident of the city of Mill Creek. Any member who ceases to reside within the city limits during the term of his/her office shall thereupon forfeit said office.

B. The term of each member shall be three years and shall expire on October 31st in the final year of each term. (Ord. 2017-817 § 1; Ord. 2006-640 § 8. Formerly 2.36.020)

4.26.030 Responsibilities of the board.

A. The board shall serve as an advisory board to the city council and the city’s administrative staff concerning the following matters:

1. Development, design and operation of park and recreation programming and facilities with exception of final landscaping plan.

2. Facility use fees and procedures.

3. Capital improvement planning.

4. Concessions.

5. Interlocal and cooperative use agreements regarding park and recreation activities.

6. Such other matters as from time to time may be referred to the board by the city council or city manager. (Ord. 2017-817 § 1; Ord. 2006-640 § 8. Formerly 2.36.030)

4.26.040 Meetings of the board.

The board shall hold regular meetings on the first Wednesday of each month at 5:00 p.m. and shall maintain summary minutes thereof. The board shall adopt rules of procedure governing the transaction of business and election of officers and submit them for approval to the city council. Public communications and public hearings shall be conducted in substantial conformance with the procedures set forth in city council Resolution 2021-604.
