2.42.010 Established.

There is hereby established and created an engineering department of the city of Montesano, to be headed by a "city engineer" of the city. (Ord. 883 §1, 1968).

2.42.020 Duties.

It shall be the duty of the engineering department to perform all necessary engineering services for the city in accordance with the best standards of the engineering profession. (Ord. 883 §2, 1968).

2.42.030 Engineer--Appointment and removal.

The city engineer shall be appointed by the mayor, subject to confirmation by the city council. In the event the mayor determines it is necessary to remove or terminate the individual designated as city engineer, then the mayor shall give notice to the individual and to the council of such desire, stating the reasons therefor. The removal or termination shall not become effective until the decision of the mayor is confirmed by a majority vote of the city council taken in the same manner as provided for appointment. The term of the city engineer shall be from the date of appointment and confirmation until the date of resignation, retirement, or voluntary separation from service, or the concurrent action of the mayor and council above referenced, whichever shall first occur.

At such time as the city has need to choose a city engineer, the methodology set forth in Chapter 2.100, as now existing or hereafter amended, shall be utilized by the mayor and council to the extent that they deem such utilization necessary and appropriate. 2.42.040 Engineer--Services to be performed.

The city engineer shall perform such engineering services as needed by the city, to include but not be limited to the following:

(a)    Engineer, or qualified representative shall be present at council meetings, planning commission meetings and special meetings when requested to advise the city on engineering matters. Be available to city officials and employees during regular working hours for telephone consultation on 2 engineering matters. He shall assist in the preparation of the annual budget.

(b)    Engineer shall allocate time for inspection, supervision and consultation for: complaints, construction of utilities, force account work and subdivision.

Compensation for services rendered pursuant to

(a)    and (b) shall be paid by a monthly retainer set annually by the city council.

(c)    Engineer shall perform such specific engineering jobs and services for which plans, specifications, reports, inspections or other work is required on an hourly basis or such other basis as may be authorized by the city.

Payment for work under (c) shall be made each month upon vouchers submitted in proportion to the progress of the work.

All elevation maps, records, plans, specifications, reports and documents and materials of all types and kinds, as well as all equipment shall be and remain the property of the city. (Ord. 1156 §1, 1981: Ord. 883 §4, 1968).
